SO AS STATED, THIS IS A 1608 MARKET AVENUE D CERTIFICATE OF APPROPRIATENESS FOR MODIFICATIONS TO THE STRUCTURE, INCLUDING DOOR AND WINDOW REPLACEMENTS. THERE ARE FIVE PUBLIC NOTICES SENT. NONE OF THOSE WERE RETURNED. SO, TO GIVE A BACKGROUND, IN AUGUST OF 2024 THE STRUCTURE LOCATED DIRECTLY TO THE EAST OF THE SUBJECT, PROPERTY WAS DESTROYED BY FIRE. THE FIRE CAUSED DAMAGE TO THE SUBJECT PROPERTY, INCLUDING DESTRUCTION OF NUMEROUS WINDOWS ON THE EAST FACADE.

THE APPLICANT IS REQUESTING A CERTIFICATE OF APPROPRIATENESS FOR ALTERATIONS OF THE STRUCTURE, INCLUDING REPLACING DAMAGED AND DESTROYED WINDOWS WITH NEW LOW E IMPACT RATED VINYL CLAD WINDOWS IN A SIX OVER SIX CONFIGURATION, AND REPLACING FOUR FRONT DOORS ON A DAMAGED SIDE DOOR WITH SIX PANEL MOLDED COMPOSITE WOOD DOORS. ADDITIONAL DETAILS ARE INCLUDED IN EXHIBIT A OF THE STAFF REPORT.

PLEASE NOTE THE DESIGN STANDARDS FOR HISTORIC PROPERTIES, WHICH MAY BE RELEVANT.

SO STAFF FINDS THE REQUEST PARTIALLY CONFORMS TO THE DESIGN STANDARDS.

THE PROPOSED REPLACEMENT ARE LOCATED IN LOCATION B, HIGHLY VISIBLE SECONDARY WALL PRESERVATION REPAIR AND PLACES A PRIORITY IN THIS LOCATION.

WHILE THE APPLICANT STATES THAT SOME OF THE WINDOWS TO REPLACE ARE NOT ORIGINAL TO THE HOUSE, PHOTOS PROVIDED BY THE APPLICANT SHOW THAT SOME OF THE TWO OVER TWO WOOD WINDOWS SEEM TO BE EXISTENT. WOULD THEY BE ORIGINAL OR JUST APPLICABLE TO THE HOUSE AT THE TIME OF THE FIRE? BECAUSE OF THAT POSSIBILITY STAFF RECOMMENDS THE DAMAGED WINDOWS BE REPLACED WITH REBUILT, HISTORICALLY ACCURATE WOOD WINDOWS OR SALVAGED HISTORICALLY ACCURATE WOOD WINDOWS.

THE APPLICANT ALSO PROPOSES TO REPLACE A DAMAGED SIDE DOOR ON LOCATION B WITH A SIX PANEL DOOR, AND REPLACE THE FRONT DOORS FACING THE STREET WITH THE SAME.

ONCE AGAIN, THIS IS INCLUDED IN THE EXHIBITS FOR YOUR REVIEW.

ACCORDING TO THE MANUFACTURER'S WEBSITE, THE DOORS ARE MADE OF ENGINEERED, WOOD MATERIAL, WOOD BASED AND CAN BE CUT, SANDED AND TREATED LIKE WOOD, BECAUSE THIS MATERIAL IS SIMILAR TO WOOD, AND BECAUSE THE DOORS ARE A STANDARD DESIGN, WHICH IS NOT REALLY TYPICAL TO ANY ONE ARCHITECTURAL STYLE, THEY'RE FAIRLY NEUTRAL. STAFF RECOMMENDS A. STAFF BELIEVES THAT THESE CONFORM WITH THE DESIGN STANDARDS, SO STAFF RECOMMENDS THE REQUEST BE APPROVED WITH SPECIFIC CONDITION ONE IN STANDARD CONDITIONS TWO THROUGH SIX, WE HAVE SOME PHOTOS. SO HERE WE HAVE THE SUBJECT PROPERTY.

THE APARTMENT BUILDING REPLACED A SMALLER TENANT BUILDING THAT WAS MOVED TO 1917 AVENUE O AND A HALF, WHERE IT STILL STANDS. MR. NICCOLAI WAS AN ITALIAN IMMIGRANT WHO ARRIVED IN THE UNITED STATES VIA ELLIS ISLAND IN 1916.

THROUGH THE GENEROSITY OF A FORMER EMPLOYER, BREWER W KEY MR. NICCOLAI WAS ABLE TO PURCHASE THE SITE, INCLUDING THE CORNER STORE AT 2001 AVENUE O ½, WHICH HAD BEEN BUILT IN 1904 BY CARLO VAIANI, ALSO AN ITALIAN IMMIGRANT. FINANCIAL INCENTIVES THE PROPERTY IS NOT IN A HISTORIC DISTRICT AND IS ELIGIBLE FOR THE FINANCIAL INCENTIVES FOR HISTORIC.

FOR NEW PROPERTIES. OTHER REVIEWS, THE PLANNING COMMISSION WILL HEAR THIS REQUEST AT THEIR JUNE 2ND MEETING.

CITY COUNCIL HAS THE FINAL DECISION REGARDING REQUEST FOR GALVESTON LANDMARK AND THAT REQUEST WILL BE HEARD AT THE REGULAR MEETING OF JUNE 25, 2026, AND STAFF IS RECOMMENDING APPROVAL. THIS IS THE SUBJECT PROPERTY.

AND I'VE BEEN A CONTRACTOR HERE IN GALVESTON FOR ABOUT TEN YEARS, AND I REALLY FIND JOY IN BRINGING A LOT OF THE OLD RUNDOWN PROPERTIES BACK TO THEIR GLORY.

AND SO THIS PROPERTY WAS VERY CHALLENGING, BUT WE KEPT THE ORIGINAL FLOORS, THE ORIGINAL CEILINGS, AND PUT A LOT OF TIME AND SWEAT AND TEARS INTO IT.

AND IT REALLY CAME OUT NICE. AND WE RESIDE IN ONE OF THE UNITS TOO.

AND WE'RE THOROUGHLY ENJOYING BEING A PART OF GALVESTON AND BEING A PART OF THE HISTORY. AND WE REALLY APPRECIATE GETTING THE DESIGNATION BECAUSE WE'RE PROUD OF WHAT WE'VE DONE WITH IT. VERY GOOD. WE APPRECIATE YOU DOING IT.

THIS IS THE SALLY TRUEHEART WILLIAMS HOUSE. IT WAS BUILT IN 19 8 IN 1928 TO REPLACE A FAMILY HOME DESIGNED BY NICHOLAS CLAYTON AND LOCATED AT 1606 BROADWAY, WHICH HAS SINCE BEEN DEMOLISHED. AFTER THE PASSING OF HER FATHER, HENRY MARTYN TRUEHEART.

IN 1914, MISS WILLIAMS AND HER MOTHER DECIDED THAT THE HOUSE WAS TOO LARGE FOR THEM TO MAINTAIN AND MADE PLANS TO BUILD A HOME THAT WAS BETTER SUITED TO THEIR NEEDS.

ARCHITECT CAMERON FAIRCHILD WAS HIRED TO DESIGN THE NEW HOUSE IN THE SPANISH COLONIAL REVIVAL STYLE, POPULAR AT THE TIME. FINANCIAL INCENTIVES.
