SUBJECT SITE IS LOCATED IN THE REEF GRAND BEACH DEVELOPMENT.

A CONDOMINIUM COMPLEX IS LOCATED TO THE EAST OF THE SUBJECT PROPERTY.

UNDEVELOPED AREAS ARE LOCATED NORTH AND WEST OF THE SUBJECT PROPERTY, AND A BEACH AND DUNE SYSTEM IS LOCATED TO THE SOUTH OF THE SUBJECT PROPERTY.

WHILE I AM SPEAKING AS ONE PERSON, THESE CONCERNS ARE SHARED BY A BROADER GROUP OF ENGAGED RESIDENTS.

AS YOU CONSIDER RREAF´S DEVELOPMENT PERMIT APPLICATION FOR BEACH WALKOVERS, I WANT TO NOTE THAT OVER THE PAST TWO YEARS, THE RESEARCHERS HAVE MADE GOOD FAITH EFFORTS TO SHARE THEIR WORK DIRECTLY WITH THE DEVELOPER.

THOSE EFFORTS DID NOT RECEIVE A RESPONSE. A SUMMARY OF THIS INFORMATION WAS EMAILED ON DECEMBER 11TH, 2025 AND HAS BEEN SUBMITTED FOR PUBLIC RECORD, AND I WILL PROVIDE A COPY TO THE CLERK THIS EVENING.

IN THE ABSENCE OF LAND DEVELOPMENT REGULATIONS ADDRESSING WILDLIFE CONNECTIVITY, THIS MEETING REPRESENTS THE FIRST PUBLIC OPPORTUNITY IN OVER TWO YEARS TO RAISE THESE CONCERNS. THERE ARE THREE POINTS FOR CONSIDERATION.

FIRST, THE ESTABLISHMENT OF A FUNCTIONAL WILDLIFE CORRIDOR CONNECTING EAST END LAGOON AND ADJACENT BEACH.

WILDLIFE CORRIDORS ARE SCIENCE BASED TOOLS THAT ALLOW WILDLIFE TO MOVE, HUNT AND BREED SAFELY WHILE REDUCING HUMAN WILDLIFE CONFLICT AND WILDLIFE MORTALITY. SECOND, ADHERENCE TO THE 2011 COMPREHENSIVE PLAN, INCLUDING MAINTAINING A MINIMUM OF A 50 FOOT WETLANDS BUFFER. AND THIRD IS A CONSIDERATION OF PROTECTION OF THE MARGARITAVILLE NORTH TRACK, CURRENTLY OWNED BY RREAF DEVELOPMENT.

IF YOU ARE AWARE, THIS PROPERTY IS A RARE, INTACT NATURAL EXTENSION OF THE EAST END LAGOON.

WE RECOGNIZE THE RESPONSIBLE DEVELOPMENT BETWEEN IS THROUGH CONSTRUCTIVE COOPERATION.

OTHER DEVELOPERS, INCLUDING SACHSE ON THE SEAWALL ON THE WEST END, HAVE ENGAGED WITH THE RESEARCHERS AND ADJUSTED PLANS TO SUPPORT WILDLIFE COEXISTENCE.

THIS LEVEL OF ENGAGEMENT HAS NOT OCCURRED HERE.

OUR CHAPTER CHAIR, SARAH BURGESS, WILL ALSO SPEAK ON BEHALF OF THE CHAPTER.

IN ADDITION TO CLEAN OCEANS AND BEACHES, WE ADVOCATE FOR PUBLIC ACCESS TO BEACHES AND THE PROTECTION OF DUNES AND VEGETATION THAT KEEP OUR BEACHES HEALTHY AND ROBUST. THANK YOU ALL FOR PUTTING THE MARGARITAVILLE WALK OVER CONSTRUCTION ON THE AGENDA, THUS ALLOWING FOR THIS PUBLIC COMMENT. AND WHILE THESE WALKOVERS ARE APPARENTLY A DONE DEAL, I WOULD NOT WANT CONSTRUCTION LIKE THIS TO JUST SHOW UP ONE DAY WITHOUT AT LEAST HAVING A HEADS UP.

I'M DISAPPOINTED THAT THEY FEEL THREE WALKOVERS SO CLOSE TO EACH OTHER ARE NECESSARY.

I FEEL TWO WOULD BE ADEQUATE. IT SEEMS LIKE A PRIVATE PROPERTY ENTITLEMENT SITUATION.

GOING FORWARD, PLEASE CONSIDER WALKWAYS SERVING LARGER GEOGRAPHIC AREAS, AS IS THE CASE FOR MOST PUBLIC ACCESS WALKWAYS.

I ALSO ASK THAT YOU STICK WITH THE PLAN TO ONLY WORK ON WALKWAYS WITH THE EXCAVATOR FROM ONE SIDE RATHER THAN BOTH.

AND SIMILARLY THAT IT ONLY CROSSED THE DUNES AND VEGETATION ONCE IN A SINGLE DIRECTION FOR EACH WALKWAY AND EXIT FROM THE BEACH.

PLEASED WITH THE REQUIREMENT FOR MITIGATION, AND ASK THAT YOU CONSIDER ADDING SOME KIND OF WETLAND FEATURE IN ADDITION TO THE THREE NEW DUNES AND VEGETATION, OR CURRENTLY NONE EXIST.

I'VE ACTUALLY MET WITH AT LEAST ONE STAFF MEMBER SITTING HERE TODAY.

AS A REPRESENTATIVE, I DO LAND USE LITIGATION.

AND SO I KNOW THE PROCESS. AND I'M SURPRISED THAT THIS THREE WALKOVERS HAVE BEEN SUBMITTED.

I DIDN'T KNOW ABOUT THIS UNTIL I GOT A NOTICE APPROXIMATELY SEVEN DAYS AGO ABOUT THIS HEARING.

AND I'M REALLY SURPRISED THAT WE'RE HAVING THREE WALKOVERS TO NOWHERE, BECAUSE SO FAR AS I KNOW, THERE'S BEEN NO PLANS SUBMITTED THAT WOULD JUSTIFY ANY WALKOVERS FROM THAT PIECE OF PROPERTY.

AND WE'VE HAD A PRIOR HEARING OF WHAT, A YEAR AND A HALF AGO? TWO YEARS AGO? WHERE IT WAS CLEAR THAT THIS DEVELOPER WAS GOING TO TRY TO PACK AS MUCH INTO THAT AREA FROM WHICH THESE WALKOVERS COME.

I EXPECTED THIS WALKOVER WOULD APPLY TO THE MARGARITAVILLE RESORT, AND THAT TO ME, MAKES SENSE.

THEY'RE SUPPOSED TO BUILD A RESORT. YOU'RE GOING TO NEED A WALKOVER. THESE ARE WALKOVERS TO NOWHERE.

AND THAT ONE ON THE RIGHT IS CLOSEST TO THE ISLAND OR EAST AND IS COMPLETELY UNNECESSARY.

THERE'S NOTHING THERE. AND IN FACT, AS YOU HEARD, THE GHOST WOLF PEOPLE WANT AN EASEMENT, WANT A CORRIDOR THERE. SO IF YOU MOVE THE PIANO TWO INCHES AT A TIME, A LITTLE BIT, YOU CAN SQUEEZE THAT EASTWARD PLACE SUCH THAT THEY CAN THEN COME BACK AND SAY, WELL, WE CAN'T PUT THE CORRIDOR THERE BECAUSE THERE'S A WALK OVER THERE ALREADY.

SO I'M DISAPPOINTED ABOUT THE LACK OF TRANSPARENCY BECAUSE SO FAR AS I KNOW, NO PLANS HAVE BEEN MADE PUBLIC FOR WHAT THIS IS GOING TO BE CONNECTING TO. IT IS LITERALLY A ROAD TO NOWHERE, THESE FLYOVERS.

AND I WOULD ASK THE COMMITTEE GOING FORWARD THAT THERE BE MORE TRANSPARENCY ABOUT WHY WE NEED THESE.

I SEE NO JUSTIFICATION FOR ANY FLYOVERS AT THIS POINT.

IF THERE'S A DEVELOPMENT, IF THERE'S A PROJECT, IF THERE'S PLANS BEING SUBMITTED, THEY SHOULD ATTEND THESE SORTS OF MEETINGS.

YOU KNOW, IF WE'RE GOING TO DEVELOP THIS, THERE NEEDS TO BE A BIGGER PLAN ABOUT WHAT WE'RE GOING TO DO ABOUT FLOOD MITIGATION IN THIS AREA, WHAT WE'RE GOING TO DO ABOUT INFRASTRUCTURE, WHAT WE'RE DOING IS WE'RE PUTTING THE FLYOVERS IN FIRST.

DUNE WALKOVERS, WHILE DESIGNED TO PROTECT SAND DUNES FROM DIRECT FOOT TRAFFIC, CAN STILL IMPOSE SEVERAL NEGATIVE IMPACTS ON COASTAL ECOSYSTEMS. THE PRIMARY ISSUE STEM FROM THE PHYSICAL DISRUPTION OF THE DUNE STRUCTURE AND THE ALTERATION OF NATURAL COASTAL PROCESSES.

THE CONSTRUCTION PROCESS AND THE PRESENCE OF THE STRUCTURE ITSELF CAN KILL OR DAMAGE NATIVE VEGETATION THAT IS ESSENTIAL FOR HOLDING THE SAND IN PLACE.

IT MAY ALSO CREATE A FUNNEL EFFECT, FOCUSING STORM SURGE ENERGY DIRECTLY THROUGH THE STRUCTURE.

THIS CAN ACCELERATE EROSION, CAUSE OR WORSEN SAND BLOWOUTS, AND ENDANGER LANDWARD PROPERTIES.

FIXED STRUCTURES CAN INTERFERE WITH THE NATURAL DYNAMIC MIGRATION OF DUNES, RESTRICTING THE MOVEMENT OF SAND AND PREVENTING THE DUNE FROM ADJUSTING TO COASTAL CHANGES. WALKOVERS CAN BREAK UP CRITICAL HABITAT FOR COASTAL WILDLIFE, INCLUDING NESTING SEA TURTLES, BIRDS, AND COYOTES. THERE ARE VIDEOS AND PHOTOGRAPHS THAT DOCUMENT SHOWING NESTING TURTLES IN THE GHOST WOLVES USING THIS AREA.

ANY MODIFICATION TO THIS AREA IS DESTROYING A DOCUMENTED VITAL PIECE OF HABITAT.

EVEN WITH ELEVATED WALKOVERS, THE CONSTRUCTION AND MAINTENANCE OF THESE STRUCTURES CAN IMPACT THE SAND, INHABITING PLANT GROWTH AND REDUCING THE SAND'S CAPACITY TO ABSORB WATER.

WALKOVERS ARE FREQUENTLY DAMAGED BY HURRICANES AND TROPICAL STORMS, REQUIRING CONSTANT MAINTENANCE AND REDUCING THE PROTECTIVE FUNCTION OF THE DUNE,

LEAVING COASTAL AREAS MORE VULNERABLE TO FLOODING AND DESTRUCTIVE DEBRIS.

TROPICAL STORM ALBERTO AND HURRICANE BERYL ERODED 15 TO 20FT OF DUNE VEGETATION ON THE WEST END, NOTHING COMPARED TO THE DAMAGE CAUSED BY HURRICANE IKE.

TO MY KNOWLEDGE, THE WALKOVERS AND OTHER PLANNED FUTURE CONSTRUCTION ON THIS SITE DOES NOT INCLUDE ANY WILDLIFE CORRIDORS.

COASTAL DEVELOPMENT CAN NEGATIVELY IMPACT THE OCEAN THROUGH THE DESTRUCTION OF COASTAL MARINE HABITAT AND THROUGH RUNOFF OF SEDIMENT AND POLLUTION.

GALVESTON ISLAND PRIDES ITSELF ON OUR NATURAL RESOURCES, INCLUDING THE NATIVE FLORA AND FAUNA.

PROTECTING OF THESE RESOURCES IS BENEFICIAL TO THE COMMUNITY.

THERE IS NOT ONE, BUT THREE WALKOVERS. SO HAS THE COMMISSION CONSIDERED ANY MITIGATION MEASURES TO OFFSET THIS IMPACT? THE SCIENTISTS STUDYING THE GHOST WOLVES HAVE REACHED OUT TO THE DEVELOPER WITH THREE RECOMMENDATIONS WILDLIFE CORRIDORS, WETLAND PROTECTION AND LAND PRESERVATION. TO DATE, OVER THE PAST TWO YEARS, THE DEVELOPER HAS NOT ENGAGED WITH THE COMMUNITY, NEIGHBORS, RESIDENTS OR COASTAL CONSERVATION COMMUNITY.

WE WERE FORMED IN 2011, AND WE'VE BEEN PROUDLY BUILDING MEMBERSHIP ACROSS THE ISLAND AND EVEN FURTHER NORTH INTO HOUSTON AND AS FAR AWAY AS DALLAS FORT WORTH. WE HAVE SEVERAL HUNDRED CURRENT MEMBERS IN OUR CHAPTER, AND THE NATIONAL NONPROFIT HAS 80 CHAPTERS ACROSS THE WHOLE OF THE US, INCLUDING THE GREAT LAKES. TO GIVE YOU A LITTLE BIT OF CONTEXT ABOUT WHAT WE'RE ABOUT AS A CHAPTER IN MEMBERSHIP.

AS A NATIONAL CONTEXT IN 2025 FOR ALL THE CHAPTERS IN THE COUNTRY COMBINED, WE HAD OVER 65,000 VOLUNTEERS HAVE A TOUCH POINT WITH A SURFRIDER PROGRAM.

THAT WAS A BEACH CLEANUP, DUNE RESTORATION PROJECTS, AND PLASTIC POLLUTION REDUCTION EFFORTS THROUGH LOBBYING AND ADVOCACY EFFORTS.

AS MANY OTHERS HAVE STATED HERE TODAY AND AS SOME OF YOU MAY KNOW OR YOUR CITY STAFF HAVE SHARED WITH YOU, COASTAL DUNES PROVIDE OUR NATURAL DEFENSE AGAINST THE EFFECTS OF CLIMATE CHANGE, EVER INTENSIFYING SEA LEVEL RISE AND INCREASED STORM INTENSITY.

THEY ACT AS A BUFFER, ABSORBING WAVE ENERGY AND PROTECTING COASTAL AREAS FROM EROSION, FLOODING, AND COASTAL INUNDATION. SURFRIDER FOUNDATION SUPPORTS WHAT OTHERS IN THIS COMMENT PERIOD HAVE ALREADY SAID, AND IN READING THROUGH SOME OF THE FINER POINTS OF WHAT HAS BEEN PUBLICLY SHARED ABOUT THE PROPOSED DEVELOPMENT PLANS.

OVERALL, WE WANT TO SHARE THE SENTIMENT WHICH WE SHARE AT MOST OF THESE PUBLIC COMMENTS REGARDING THE NATURAL RESOURCES OF OUR ISLAND.

WE SUPPORT A CHANGE OF ATTITUDE WHEN IT COMES TO PLANNED DEVELOPMENT OF THE ISLAND.

WE WANT TO SEE NATURAL RESOURCES CONSIDERED FIRST AND PARAMOUNT VERSUS SECOND OR THIRD, OR LEADING TO FURTHER CONCESSIONS IN THE DEVELOPMENT AND THE PROPOSED CONSTRUCTION. WE SUPPORT A FUNCTIONAL WILDLIFE CORRIDOR, AS MANY OTHERS BEFORE ME HAVE ALREADY EXPLAINED THE IMPORTANCE WHY.

I WANT TO POINT OUT THAT WHEN PEOPLE HAVE AN ENCOUNTER IN NATURE THAT THEY'RE NOT SURE WHAT TO DO ABOUT IT CAN QUICKLY TURN INTO A NEGATIVE ENCOUNTER FOR THEM.

MAYBE YOU'VE ALREADY IMAGINED WHAT IT LOOKS LIKE FOR SOMEBODY MOVING INTO THIS EVENTUAL MARGARITAVILLE DEVELOPMENT, OR VISITING IT, TAKING UP A SHORT TERM VACATION RESIDENCE, AND HAVING A NEGATIVE ENCOUNTER WITH SOMETHING LIKE THE GHOST WOLF.

IT WOULD BE A SHAME FOR GALVESTON ISLAND'S TOURISM BASED ECONOMY TO DEVOLVE FURTHER INTO PEOPLE NOT UNDERSTANDING WHAT THEY'RE SEEING IS WHY IT'S SO SPECIAL, AND THAT THEY WON'T SEE IT ANYWHERE ELSE EXCEPT FOR BEING IN GALVESTON.

WE SHOULD BE EDUCATING AND CAPITALIZING ON THIS AND BUILDING NATURAL WILDLIFE CORRIDORS SO THAT PEOPLE UNDERSTAND JUST HOW OF A UNIQUE SETTING THAT THEY ARE VISITING OUR ISLAND.

LASTLY, WE ASKED FOR CONSIDERATIONS AS BUILDING AS FEW WALKOVERS AS POSSIBLE, AS OTHERS HAVE MENTIONED, AND WE APPRECIATE THE OPPORTUNITY DESCRIBED IN THE INTENT TO USE NATIVE SPECIES AND SOURCE THEM FROM LOCAL NURSERIES.
