AS STATED, THIS IS A CERTIFICATE OF APPROPRIATENESS FOR ALTERATIONS TO THE STRUCTURE, INCLUDING THE REPLACEMENT OF ROOFING MATERIAL.

THERE WERE FOUR PUBLIC NOTICES SENT. ONE RETURNED, THAT ONE IN FAVOR OF THE REQUEST.

I WOULD LIKE TO NOTE A ERROR IN THE STAFF REPORT.

THE STAFF RECOMMENDATION SHOULD BE DENIAL AS OPPOSED TO APPROVAL WITH CONDITIONS.

AND JUST FOR THE PUBLIC STAFF TYPICALLY DOES THAT BECAUSE WE HAVE NO REAL ABILITY TO MAKE JUDGMENT CALLS ON COAS.

SO WE TYPICALLY DEFER TO THE DESIGN STANDARDS IN A VERY SORT OF ABSOLUTIST WAY.

SO THE APPLICANT IS REQUESTING APPROVAL TO REMOVE THE EXISTING METAL ROOFING AND REPLACE WITH COMPOSITION SHINGLES.

THE HOUSE CURRENTLY HAS METAL SHINGLES. PLEASE SEE EXHIBIT A FOR MORE PHOTOGRAPHS OF THE EXISTING METAL ROOFING MATERIAL.

EXCUSE ME. PLEASE ALSO NOTE THE DESIGN STANDARDS WHICH MAY BE APPLICABLE.

SO ONCE AGAIN, ACCORDING TO THE DESIGN STANDARD, STAFF FINDS THE REQUEST DOES NOT CONFORM TO DESIGN STANDARDS STATE THAT ORIGINAL ROOFING MATERIALS SHOULD BE RETAINED WHENEVER POSSIBLE.

THE 1925 INSURANCE BOARD RECORDS EXHIBIT B INDICATES THAT A METAL SHINGLE ROOF EXISTED ON THE HOUSE WHEN IT WAS BUILT.

HOWEVER, IT IS UNCERTAIN IF THE EXISTING ROOF IS ORIGINAL OR NOT, AND THE KEY FOR THE 1947 SANBORN MAPS METAL ROOFING IS INDICATED BY A SEPARATE SYMBOL, AN OPEN CIRCLE, WHICH DOES APPEAR ON THE 1947 SANBORN MAPS.

BECAUSE THE EXISTING METAL SHINGLE ROOF MAY BE ORIGINAL TO THE HOUSE, BUT HAS DEGRADE TO THE POINT OF FAILURE.

STAFF RECOMMENDS DENIAL OF THE REQUEST FOR COMPOSITION ROOFING IN FAVOR OF MODERN REPLICA METAL SHINGLES TO PRESERVE THE HISTORIC APPEARANCE OF THE HOUSE, IF NOT THE MATERIALS AS WELL. HOWEVER, SHOULD LANDMARK COMMISSION DETERMINE THE REQUEST DOES CONFORM TO THE DESIGN STANDARDS, SPECIFIC CONDITIONS ONE AND STANDARD CONDITIONS 2 THROUGH 6 IN THE STAFF REPORT MAY BE APPROPRIATE.

AND WE HAVE SOME PHOTOS HERE. SO HERE WE HAVE THE SUBJECT PROPERTY.

YOU CAN SEE THE EXISTING METAL ROOF AND YOU CAN SEE EVEN FROM HERE THAT IT'S PRETTY WELL DEGRADED.

AND ALSO WE HAVE A VICINITY MAP OF ITS LOCATION ON THE BLOCK.

YOU ALSO SEE THE SISTER HOUSES DOWN THE BLOCK AS WELL.

AND WE RECOMMENDED IN THOSE CASES THAT THE OLD METAL ROOF BE REPLACED WITH MODERN REPLICA METAL SHINGLES AS THOSE ARE STILL MADE.

SO THAT'S OUR RECOMMENDATION AND THAT'S WHY WE'RE RECOMMENDING AGAINST THE REQUEST.

I BOUGHT THIS PROPERTY IN OCTOBER, THE 31ST OF LAST YEAR.

AT THAT TIME, YOU CAN SEE IT HAD A, THE PREVIOUS OWNER HAD SOME KIND OF BLUE TARP ON IT INSIDE THE SHEETROCK SHOWS OF DRIPPING DOWN INTO THE PROPERTY. HIS GUTTER SYSTEM IS PROBABLY WHAT CAUSED A LOT OF HIS ROT ON THE EDGES AND SO FORTH.

HE DIDN'T MAINTAIN THE GUTTERS AT ALL. IN FACT, HE DIDN'T MAINTAIN THE HOUSE TOO WELL.

6 OF THE PROPERTIES, AS YOU SEE IN SOME OF THOSE PHOTOS, THERE, SIX PROPERTIES ON THAT SAME SIDE BLOCK, ALL HAVE COMPOSITION ROOFS. THERE'S ONLY ONE NEXT DOOR, WHICH IS MY PROPERTY.

IT'S A RENTAL TO MED STUDENTS, AND I MAINTAIN MY METAL ROOF BY PROPERLY PUTTING A GUTTER SYSTEM ABOUT THAT BACK IN 2005.

IF YOU MAINTAIN A GUTTER SYSTEM, YOU'LL MAINTAIN THE METAL ROOF.

OTHERWISE IT'S DIFFICULT, AS YOU CAN SEE HERE.

BUT SIX, I SHOWED Y'ALL TOOK PICTURES OF ALL THOSE ON THAT SIDE OF THE BLOCK.

SIX OF THEM HAVE COMPOSITION ROOFS. I THINK THERE'S ONLY TWO THAT HAVE METAL ROOFS.

AND WHAT I'M PUTTING UP THERE IS A VERY COMPARABLE TO WHAT'S THE OTHER COMPOSITIONS ARE.

IT'S CALLED AUTUMN WEATHER WOOD. WHICH KIND OF MATCHES WON A COUPLE OF THOSE BROWN ONES.

I'M PUTTING A NEW GUTTER SYSTEM ALL THE WAY AROUND IT SO IT MAINTAINS THAT.

AND THEN I'M GOING TO UPGRADE THE HOUSE. AWESOME.

VERY WELL BUILT, CYPRESS WOOD. THE HOUSES CAN EASILY BE BROUGHT BACK AROUND.

THAT PARTICULAR HOUSE, THE PEOPLE DID NOT MAINTAIN IT AT ALL.

AND THAT'S WHAT I INTEND TO DO, IS BRING IT UP, AND YOU CAN I DON'T THINK I HAVE A PICTURE OF MY YELLOW HOUSE NEXT DOOR, BUT IT'S VERY WELL DONE. I THINK YOU DID HAVE ONE THERE THAT, YOU KNOW.

THEY'RE GOING TO REPLACE ALL OF THAT. AND AND I'M GOING TO GO INSIDE AND REPLACE SHEETROCK AND SO FORTH.
