SO THIS IS A REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR MODIFICATIONS TO THE STRUCTURE INCLUDING A BALCONY REBUILD AND CHANGES TO A REAR DOOR OPENINGS.

THERE ARE 15 PUBLIC NOTICES SENT, NONE OF THOSE WERE RETURNED.

SO THE APPLICANT IS REQUESTING A CERTIFICATE OF APPROPRIATENESS IN ORDER TO MODIFY THE HISTORIC STRUCTURE. THE APPLICANT IS REQUESTING TO REBUILD THE EXISTING CANOPY AT A SLIGHTLY HIGHER ELEVATION THAN EXISTING, INCLUDING THE ADDITION OF A HANDRAIL TO PROVIDE OUTDOOR ACTIVITY SPACE ALONG THE ALLEY.

THE APPLICANT IS ALSO PROPOSING TO MODIFY DOOR OPENINGS TO BLOCK IN AN EXISTING PERSON DOOR, AND MODIFY AN EXISTING GARAGE DOOR OPENING. THERE ARE MORE DETAILS PROVIDED IN THE EXHIBIT A OF THE STAFF REPORT.

PLEASE NOTE THE DESIGN STANDARDS, WHICH MAY BE APPROPRIATE. STAFF FINDS THE CANOPY REQUEST TO BE IN CONFORMANCE WITH THE DESIGN STANDARDS. THE SANBORN MAPS INDICATE THAT THE BUILDING HAS HAD A CANOPY ALMOST SINCE IT WAS BUILT FOR MANY, MANY YEARS. THE APPLICANT PROPOSES TO USE METAL BEAMS TO PROVIDE SUPPORT TO THE CANOPY, BUT WILL USE THE EXISTING COLUMNS, RAISING THEM APPROXIMATELY 14IN HIGH IN ORDER TO BETTER SERVE AS A WALKOUT SURFACE WITH THE EXISTING WINDOWS.

THE CANOPY WOULD BASICALLY ALIGN CLOSER TO THE BOTTOM OF THE EXISTING SECOND STORY WINDOWS.

EXCUSE ME. AND THIS CONFIGURATION IS COMMON THROUGHOUT THE STRAND MECHANIC DISTRICT.

RAISING IT WOULD ALSO PUT IT CLOSER TO THE HEIGHT OF THE ADJACENT BUILDING´S BALCONY, WHICH IS SIGNIFICANTLY DIFFERENT.

PROPOSED HANDRAILS ARE OF METAL, FEATURE A SIMPLE DESIGN NOT LIKELY TO BE CONFUSED AS HISTORIC AND DO NOT VISUALLY OVERWHELM THE FACADE.

GIVEN THAT THE SECOND STORY WINDOWS AND THE DETAILING OF THE PROMINENT ON THE BUILDING IS EITHER GOING TO BE ABOVE OR BELOW THE HANDRAIL FOR THE MOST PART, THAT'S WHERE THE EXISTING DETAILS WOULD OCCUR.

STAFF DOES NOTE THAT A LICENSE TO USE THE PUBLIC RIGHT OF WAY IS REQUIRED FOR THE CANOPY STRUCTURE, AND IS INCLUDED AS A CONDITION FOR APPROVAL OF THE STAFF REPORT.

THE APPLICANT IS ALSO PROPOSING CHANGES TO THE REAR FACADE ALONG THE ALLEY, INCLUDING THE REMOVAL OF PEDESTRIAN DOOR AND MODIFYING EXISTING GARAGE DOOR, THESE IN LOCATION C LESS VISIBLE SECONDARY WALL. PRESERVATION IS PREFERRED, BUT ADDITIONAL FLEXIBILITY EXISTS.

IN ADDITION TO BEING ALONG THE ALLEY WHERE THEY'RE NOT EASILY VISIBLE FROM THE MAIN STREET, THE DOORS IN QUESTION ARE ACTUALLY INSET A LITTLE BIT FROM THE ALLEY, SO THEY'RE PRETTY MUCH NOT VISIBLE FROM THE MAIN STREET AT ALL.

STAFF RECOMMENDS THE REQUEST BE APPROVED WITH SPECIFIC CONDITIONS ONE THROUGH THREE AND STANDARD CONDITIONS FOUR THROUGH EIGHT. WE HAVE SOME PHOTOS HERE. SO HERE'S THE SUBJECT PROPERTY. AND YOU'LL NOTE ON THE RIGHT HAND SIDE THE ADJACENT BUILDING AND HOW THE EXISTING BALCONY THERE IS SIGNIFICANTLY DIFFERENT IN HEIGHT THAN WHAT THE PROPOSAL OR WHAT THE EXISTING ONE IS. IT SAT VACANT FOR A LONG TIME UNTIL THE CORDRAY'S RECENTLY BOUGHT IT, AND THEN TO REPURPOSE IT INTO APARTMENTS AND RETAIL ON THE FIRST FLOOR SPACE. ESSENTIALLY THE FACADES WILL STAY THE SAME.

AS DANIEL MENTIONED, WE'LL BE RAISING THE BALCONY.

ACTUALLY, RIGHT NOW, IT IS ON A PRETTY GOOD SLANT.¿, SO IT'S REALLY NOT THAT USABLE.

AND SO CANTING IT UP WILL TAKE CARE OF MOST OF THE HEIGHT DIFFERENCE, AND THEN ADDING A SIMPLE RAIL THAT WILL MATCH THE BUILDINGS NEXT DOOR AND IS CONSISTENT WITH THE STRAND.

THE ONLY THING THAT I WOULD MAKE A CHANGE TO IS I THINK THE STAFF REPORT SAID THAT WE WERE MAKING THE GARAGE DOORS SMALLER ON THE BACK, BUT WE'RE JUST GOING TO KEEP IT THE SAME WIDTH AND CLEAN IT UP A LITTLE BIT.

THE BUILDING HAS BEEN MODIFIED FROM ITS ORIGINAL APPEARANCE WITH REMODELING ACTIVITY IN 1924, 1950, 1963, AND 1966. DOCTOR ELEGY ALPHONSE ETTER PURCHASED THE BUILDING IN MARCH OF 1920, AND IS LIKELY RESPONSIBLE FOR THE 1920S ALTERATIONS TO THE BUILDING.

MR. ETTER WAS A PHYSICIAN WHO WAS PRESIDENT OF THE LOCAL NAACP CHAPTER.

SINCE 1999, THE BUILDING HAS HOUSED THE AFRICAN AMERICAN MUSEUM.

IT SHOWCASES THE LOCAL BLACK HISTORY OF GALVESTON WITH PHOTOGRAPHS, ARTIFACTS, AND STORIES OF COMMUNITY LEADERS.

THE EXTERIOR FEATURES DEPICTIONS OF FAMOUS AND PROMINENT GALVESTONIANS PAINTED BY ARTIST E.

HERRON, SUCH AS NORRIS WRIGHT CUNEY, BARRY WHITE, DOUG.

I THINK THAT'S SUPPOSED TO SAY ACTUALLY DOUG MATTHEWS, NOT DOUG WHITE. ANNIE MAE CHARLES AND JACK JOHNSON.

IT IS THE ASSOCIATION WITH GALVESTON'S AFRICAN AMERICAN COMMUNITY THAT MAKES THIS BUILDING HISTORICALLY AND CULTURALLY IMPORTANT.

FINANCIAL INCENTIVES FOR HISTORIC PROPERTIES. THE PROPERTY IS NOT AN HISTORIC DISTRICT AND IS ELIGIBLE FOR THE FINANCIAL INCENTIVES FOR HISTORIC PROPERTIES FOR NEW GALVESTON LANDMARKS. OTHER REVIEWS.
