10.A Consider an ordinance of the City of Galveston, Texas, amending the total operating budget for fiscal year ending September 30, 2026, by reducing the General Fund expenditure budget by five hundred sixty-one thousand, seven hundred twenty dollars (- $561,720), increasing the Rosenberg Library Fund expenditures by twenty-three thousand eight hundred ninety dollars ($23,890), reducing the Island Transit Fund expenditures by fifty-seven thousand seven hundred eighty (-$57,780), reducing Enterprise Fund expenditures by two hundred ninety thousand three hundred dollars (-$290,300), and reducing Internal Service Fund expenditures by one hundred and two thousand, nine hundred forty (-$102,940), for a combined total expenditure decrease of nine hundred eighty-eight thousand eight hundred fifty dollars (-$988,850) to properly record expenditure adjustments required for the adoption of a lower tax rate of $0.408687 per $100 property valuation decreasing General Fund revenue by two million two hundred nineteen thousand four hundred sixty (-$2,219,460) and increasing Rosenberg Library Fund revenue by twenty-three thousand eight hundred ninety ($23,890); making various findings and provisions related to the subject; and providing for an effective date.(C. 10.B Consider for approval 4 ordinances necessary in the establishment of an Arts Development Commission and sunsetting each of the existing arts boards, consolidating the functions of the Cultural Arts Commission (CAC) and the Arts & Historic Preservation Board (AHPAB) and authorizing staff to bring forward corresponding amendments to Chapter 33 of the City Code and related policies governing Hot Occupancy Tax (HOT) arts allocations.
