AND I WANT TO BE, I WANT TO SAY ON BEHALF OF THE CITY OF GALVESTON, I'D LIKE TO EXTEND OUR SYMPATHIES AND CONDOLENCES TO THE KEMPNER FAMILY FOR THE PASSING OF SHRUB KEMPNER. THE GALVESTON CELEBRATES THE ADDITION OF THE NEW PRESS BOX IN KERMIT COURVILLE STADIUM. THIS IS THE FIRST HOME GAME OF THE BALL HIGH SCHOOL TORNADOES. THIS IS DESIGNATED AS CENTRAL NIGHT, WHERE HONOR IS PAID TO THE FORMER CENTRAL HIGH SCHOOL AND THE CURRENT CENTRAL MIDDLE SCHOOL. THE NIGHT WILL SEE THE USUAL PURPLE AND GOLD CLAD TOURS WEARING THE BLUE AND WHITE OF CENTRAL. THE NIGHT APPLAUDS THE GREAT HISTORY OF THE STADIUM AS A HISTORIC STADIUM WITH CONTEMPORARY AMENITIES. PRIOR TO 1948, THE BLEACHERS WERE MADE OF WOOD. STARTING IN 1948, AFTER BEING REMODELED AND CONCRETED, THE STADIUM WAS THE PREMIER HIGH SCHOOL STADIUM ON THE GULF COAST, AS THERE WERE NO OTHER STADIUMS MADE OF THE SAME CONCRETE THAT WERE USED IN MAKING OF WAR BUNKERS. INITIALLY, THE STADIUM WAS THE ONLY STADIUM THAT ONE COULD SEEK REFUGE UNDER DURING A LIGHTNING OR RAIN DELAY. THE CURRENT GALVESTON KERRVILLE STADIUM WAS FORMERLY PUBLIC SCHOOL STADIUM, AS IT WAS HOME FIELD TO THE PUBLIC SCHOOLS OF BALL HIGH AND CENTRAL HIGH FROM THE 1950S THROUGH THE 1980S. THE STADIUM HOSTED THE ANNUAL MILITARY OLEANDER BOWL, SEVERAL HIGH SCHOOL PLAYOFF GAMES, AND SEVERAL COLLEGE GAMES, INCLUDING TEXAS SOUTHERN UNIVERSITY. SOME INDICATE THAT THE CURRENT STADIUM SITE WAS USED FOR FOOTBALL STARTING IN THE LATE 1920S, MEANING THE SITE IS OVER 100 YEARS OLD AND DECLARED A STATE HISTORICAL SITE AND STATE TREASURER. THE RENOVATED STADIUM PRESS BOX IS HEATED AND AIR CONDITIONED, WITH AN ELEVATOR, A RESTROOM, AND A FOOD PREPARATION STATION. THE SEATING IS DOUBLE TIERED, WHERE THE COACHES CAN ASSEMBLE AND OTHER SECTIONS WHERE THE ANNOUNCERS AND SPORTSWRITERS CAN ASSEMBLE. WHETHER ONE USES A CANE OR WALKER, SCOOTER OR WHEELCHAIR, THAT PERSON CAN NAVIGATE THE STADIUM INDEPENDENTLY. ADDITIONALLY, THERE IS SPECIAL SEATING ON THE PLATFORM FROM GOAL TO GOAL LINE. THE STADIUM HAS NEW TEAM ROOMS AND NEW AIR CONDITIONED BATHROOMS AND NEW CONCESSION STANDS. COURVILLE STADIUM HAS GREAT AMENITIES AND IT'S SAFE NO MATTER WHAT THE WEATHER CONDITION. IT DOES NOT TAKE INTO CONSIDERATION ANY SALARY INCREASE AT ALL FOR OUR CIVILIAN EMPLOYEES. OUR FIRST RESPONDERS WILL BE GETTING QUITE A BIT OF A SALARY INCREASE THIS YEAR, AND RIGHTLY SO. BUT OUR CIVILIAN EMPLOYEES WILL NOT. ALSO, THIS BUDGET DOES NOT INCLUDE FUNDING OUR FUND BALANCE, WHICH IS OUR RESERVE FUND THAT IS USED FOR MANAGING ACTIVITIES FOLLOWING A CATASTROPHE OR ANY OTHER EMERGENCIES. WE HAVE TRIED TO MAINTAIN 120 DAYS OF THAT AND THIS BUDGET, THE NO-NEW-REVENUE BUDGET DOES NOT ALLOW US TO MEET THAT GOAL. AS WE ALL KNOW, WITH THE CHANGES AT THE FEDERAL LEVEL, FEMA INPUT TO THE CITY IS GOING TO BE COMPROMISED, AND WE MAY NOT HAVE THE FUNDING IF WE HAVE A CATASTROPHE HERE. SO WE'LL HAVE TO RELY MORE ON CITY FUNDING TO HELP WITH THE RECOVERY EFFORTS. AND I THINK THAT BRINGING OUR BUDGET BACK TO 120 DAYS BRINGING OUR BUDGET SO THAT WE CAN FUND OUR CIVILIAN EMPLOYEES WITH A SALARY INCREASE, AND ALSO HAVING A BUDGET THAT WOULD ALLOW US TO POSSIBLY MEET OUR FUNDING COMMITMENTS IN THE FUTURE. IT'S IN OUR BEST INTEREST FROM A FINANCIAL STABILITY STANDPOINT TO MAKE SURE THAT WE HAVE A BUDGET THAT SUPPORTS THOSE ITEMS. LET'S GO. JUST LIKE TO COMMENT FURTHER. WE HAVE IDENTIFIED SOME AREAS OF RESERVES THAT WE WERE ABLE TO PUT THAT WERE IN DEPARTMENTS THAT WE WERE ABLE TO PUT INTO THE GENERAL FUND. AND AGAIN, THAT IS WHY I WILL ONLY SUPPORT A NO NET NEW REVENUE BUDGET LOOKING AT ADDRESSING 2% INCREASES FOR NON-MANAGEMENT STAFF IN THE JANUARY TIME FRAME. AND I THINK COUNCILWOMAN ROBB BRINGS UP A GOOD POINT THAT WE NEED TO LOOK AT MORE EFFICIENCIES HERE AT THE CITY. AND I FEEL THAT WE SHOULD DO THAT. WE DISCUSSED THAT AT COUNCIL LEVEL TO THIS MORNING OR THIS AFTERNOON WHEN WE DISCUSSED THE AUDIT PLAN FOR OUR AUDITOR. AND WE NEED TO LOOK AT THAT OBJECTIVELY AND SEE HOW MUCH MONEY IS ACTUALLY AVAILABLE IN OUR CITY, IN OUR OPERATIONAL BUDGET THAT WE CAN BECOME MORE EFFICIENT WITH. BUT TO SHOTGUN THAT AND TO JUST SAY WE'RE GOING TO COME UP WITH SOMETHING LATER ON THAT WE DON'T KNOW HOW MUCH, AND WE DON'T KNOW IF AND WHEN WE CAN TAKE THAT FROM A PARTICULAR DEPARTMENT. SO I THINK HAVING A BUDGET NOW THAT REALLY MAKES THIS PUTS US BACK ON A PATH TO BE MORE FINANCIALLY STABLE, IS IN THE BEST INTEREST OF THE CITY. IT'S ESSENTIALLY A DOUBLING OF RESERVES BECAUSE THE RESERVES ARE ACCOUNTED FOR, INTERNAL SERVICE FUNDS ARE ACCOUNTED FOR IN THE RESERVES OF THE 120 DAY OPERATING FOR MOST DEPARTMENTS. WHAT I WANT TO SEE IS A MORE EFFICIENT WAY OF BUDGETING. IF WE DO THAT, THERE'S GOING TO BE MORE MONEY IN THE DEPARTMENTS. THE SAVINGS USED IN INTERNAL SERVICE FUNDS TO REPLACE POLICE CARS OR COMPUTER EQUIPMENT. CAN STILL HAPPEN, BUT THE FACT REMAINS THESE RESERVES HAVE A LARGE AMOUNT OF FUNDS THAT SHOULD BE LOWERED TO AN APPROPRIATE POLICY THAT IS A SOUND BASED ON THE FACTS, WITH A COMPARATIVE ANALYSIS OVER THE LAST TEN YEARS. MY ISSUE WITH THE BUDGETING IN THE CITY GOVERNMENT IS WHEN LAST TIME WE REQUESTED TO REVIEW THE BUDGET EARLIER, IT DIDN'T HAPPEN. WHAT KICKED US OFF OUR BUDGET DISCUSSIONS WAS COUNCILMAN, RAWLINS AND MYSELF STARTING THIS IN JULY. THERE SIMPLY ISN'T ENOUGH TIME TO START EVEN IN JULY, TO GO THROUGH LINE BY LINE AND MAKE BUDGETING CHANGES, TO BE MORE EFFICIENT AND UNDERSTAND IT AND RELAY IT TO YOU, THE PUBLIC. THERE IS SIMPLY NOT ENOUGH TIME TO DO THAT IN FOUR MONTHS, BUT I WOULDN'T CALL IT SHOTGUNNING. AND I WOULD AGREE THAT COUNCILMAN PORRETTO COMMENTS I THINK ARE RIGHT ON. WE NEED TO LOOK REALLY CLOSELY AT THESE INTERNAL SERVICE FUNDS AND DETERMINE EXACTLY HOW MUCH MONEY IS AVAILABLE TO FUND THIS BUDGET. WE HAVE NOT DONE THAT, AND WE'RE NOT GOING TO BE ABLE TO DO THAT IN THE NEXT MONTH OR SO TO FIGURE OUT OR A NUMBER OF WEEKS. THIS IS SOMETHING WE NEED TO DO. WE'VE PUT IT ON THE AUDIT PLAN FOR OUR AUDITOR. IF WE APPROVE THAT THIS EVENING ON THE AUDIT PLAN, THAT OUR AUDITOR WILL GO IN AND OBJECTIVELY DETERMINE HOW MUCH MONEY IS NEEDED IN THESE FUND BALANCES, IN THESE INTERNAL DEPARTMENT SERVICE FUND DEPARTMENTS, AND DETERMINE THEN HOW MUCH MONEY IS AVAILABLE FOR OUR BUDGET. AND I THINK THAT'S A VERY GOOD APPROACH OF LOOKING AT THIS FROM AN OBJECTIVE STANDPOINT. AS WE LOOK AT OUR BUDGET COMING UP FOR 2027. I'D LIKE TO FINISH. SO WHAT I DON'T APPRECIATE IS A POLITICIZATION OF OUR CITY BUDGET. TO ME, MANAGING TAX DOLLARS AND OUR TAX RATE IS PRINCIPLE OVER POLITICS. NOW OUR PRINCIPLES AND BELIEFS MAY NOT ALIGN, BUT I WILL NEVER POLITICIZE OUR BUDGET. SOME ISSUES I SEE THAT ARE OUTSTANDING, THAT COULD BE DONE AND MAYBE DEALT WITH IN BUDGET AMENDMENTS ARE HIRING FREEZES. WELL, I DON'T KNOW WHAT HAPPENED TO ALL THOSE BUDGETED POSITIONS. AND WHERE DOES THE VACANCY LAPSE MONEY GO FOR THOSE POSITIONS? YOU KNOW, PUBLIC WORKS. THERE IS A THERE'S SOME QUESTIONS I HAVE ABOUT WHEN A GENERAL FUND DEPARTMENT PULLS ENTERPRISE ENTERPRISE FUND LABOR AND VEHICLES. HOW MUCH AND WHAT RATE DO WE CHARGE AT? AT THAT, AT THAT LEVEL? AND WHEN I MEAN EFFICIENCY IS IF WE HAVE VACANT POSITIONS THAT AREN'T FILLED. HOW MUCH OF HOW MANY OF THOSE POSITIONS CAN WE CUT THAT AREN'T PEOPLE THAT ARE JUST NUMBERS THAT TAKE UP SPACE ON A BUDGET? HOW MUCH OF THAT CAN WE CUT AND MOVE INTO THE LOWER POSITIONS TO GIVE HIGHER PAY INCREASES? THAT, TO ME, IS EFFICIENCY. IF WE HAVE OPERATED WITH A HIRING FREEZE, WITH LESS STAFF, WITH, YOU KNOW, SAME AMOUNT OF NUMBERS ON A BUDGET BUT LESS PEOPLE TO FILL THOSE NUMBERS, WHY AREN'T WE INCENTIVIZING AND GIVING THOSE EMPLOYEES A HIGHER PAY INCREASE WITH LESS EMPLOYEES? WE CAN MINIMIZE THAT. AND THAT'S EFFICIENCY. WHEN YOU PAY SOMEONE MORE TO SHOW THEM THEY'RE APPRECIATED, THAT'S EFFICIENCY. THEY WILL WORK HARDER FOR MORE MONEY. I THINK ANYONE IN THIS ROOM WILL DO THAT. AND TO AN EXTENT, YOU KNOW, $28 TO SOME PEOPLE. AND I'VE BEEN TOLD THIS IN MY DISTRICT. $28 TO SOME PEOPLE IS DO I GO OUT FOR LUNCH OR NOT FOR THE WEEK? BECAUSE WE ALL KNOW THE RESTAURANTS ON THIS ISLAND THAT HAVE GONE AWAY BECAUSE THEY GOT OVER OUTPRICED WITH, WHETHER IT BE THE COST OF EGGS, THE COST OF LABOR, OR THE COST OF MAINTAINING RENT OR STAYING IN BUSINESS BECAUSE OF TAXES. ANOTHER THING IF WE HAVE TO RAISE TAXES BECAUSE OF A HURRICANE, I THINK IT'S INCUMBENT ON ALL OF US TO FIGURE THAT OUT WHEN IT HAPPENS. I THINK IF THERE'S EMERGENCIES, WE CAN FIGURE THAT OUT WHEN IT HAPPENS. WE BUDGETED $3.50 IN CASE OF EMERGENCY. THAT GAS WAS GOING TO GO UP. CUSHION IS GOOD, BUT IT'S NOT THE GOVERNMENT'S JOB, IN MY OPINION, TO HAVE A SAVINGS ACCOUNT BEYOND WHAT SHOULD BE BUDGETED. WE CAN DO THAT, BUT THERE HAS TO BE A CLEAR POLICY LEVEL TO DO THAT. IN REGARDS TO THE STATE. WE ALL SEE AND PROBABLY KNOW THAT THE STATE DOES NOT HAVE GOOD INTENTIONS WITH BUDGETING FOR THE MUNICIPALITIES. WE'RE EITHER GOING TO GET CLUBBED ON THE HEAD OR WE'RE NOT. WE DON'T HAVE ANY POWER EXCEPT TO GO LOBBY TO THE STATE TO SAY, PLEASE GIVE US AN OPPORTUNITY. BUT QUITE HONESTLY, WHETHER YOU DISAGREE WITH IT OR NOT, WHATEVER THE DECISION MADE AT THE STATE LEVEL IS GOING TO TRICKLE DOWN AND IT'S GOING TO CLUB US IN THE HEAD OR NOT. AND I WILL GO PULL UP THE TRANSCRIPT, BECAUSE I REMEMBER IT VERY VIVIDLY THAT THEY WILL NOT GET THE RAISE THAT THAT THE OTHER EMPLOYEES. NO, THE PROPERTY TAX RATE ONLY IMPACTS THE GENERAL FUND, CIVILIAN EMPLOYEE INCREASES. IF THE GENERAL FUND CIVILIAN EMPLOYEES DON'T GET A COLA, THEN NONE OF THE CIVILIAN EMPLOYEES WILL GET A COLA. THE COLA FOR ANY CIVILIAN EMPLOYEES THAT ARE NOT FUNDED OUT OF THE GENERAL FUND ARE PAID FOR IN THOSE SPECIFIC FUNDS. SO WATER EMPLOYEES COLA WOULD BE FUNDED OUT OF THE WATER FUND, SEWER, SANITATION, AIRPORT. THOSE ARE ALL FUNDED IN THE SEPARATE FUNDS. THEY DON'T IMPACT PROPERTY TAX RATES OR REVENUES, RIGHT? THOSE AREN'T RELATED. BUT IF YOU WE CAN'T AFFORD COLAS FOR THE CIVILIANS IN THE GENERAL FUND, THEN NONE OF THE CIVILIANS WILL GET COLAS. BUT HAVE WE DONE ANY ANALYSIS ON A 2% RAISE FOR THE ENTERPRISE FUNDS? BECAUSE THAT SEEMS LIKE SHOTGUNNING IF WE'VE DONE IF THERE'S A 2% RAISE THAT'S AVAILABLE FOR AN ENTERPRISE FUND EMPLOYEE AND NOT, OR EVEN IF IT'S NOT AVAILABLE THERE, WE WOULD HAVE TO RAISE RATES TO BE ABLE TO COME UP AND PAY THOSE RAISES IN THE ENTERPRISE FUNDS. NO, WE'VE DONE THE ANALYSIS. IT'S JUST THAT THE PORTIONS THAT ARE NOT IN THE GENERAL FUND ARE NOT RELATED TO THAT TAX INCREASE. [00:50:09] RIGHT. THIS YEAR, COUNTLESS HOURS WERE SPENT ON GAINING KNOWLEDGE OF A NOVEL A VERY COMPLEX NOVEL BASED IN THAT FOLDER OF HUNDREDS OF PAGES OF THINGS TO READ AND REVIEW. IN REVIEWING THAT, WE FOUND MILLIONS OF DOLLARS THAT WERE IN THE INDIVIDUAL DEPARTMENT RESERVE FUNDS, IN ESSENCE, DOUBLING OUR 120 DAY OPERATING RESERVE FUND. SO, FOR EXAMPLE, IF A DEPARTMENT DID NOT SPEND WHAT THEY BUDGETED FOR AND THERE WAS AN OVERAGE INSTEAD OF THEIR DEPARTMENT GETTING CREDIT BECAUSE OF NOT SPENDING THEIR BUDGET. IT WENT INTO A RESERVE FUND INSTEAD OF GOING BACK TO THE DEPARTMENT, THUS POSSIBLY AFFECTING THE FOLLOWING YEAR OF THEM SETTING THEIR BUDGET AND POSSIBLY EVEN DOING A REDUCTION IN STAFF. WHEN WHEN THE DIFFERENT DEPARTMENTS WERE TOLD THIS YEAR THAT BASICALLY THEY NEEDED TO CUT 5% ACROSS THE BOARD, MANY OF THOSE DEPARTMENTS HAD NO OTHER CHOICE THAN TO PROPOSE A REDUCTION IN STAFF. BUT YET THEY HAD IN THOSE CERTAIN DEPARTMENTS MILLIONS OF DOLLARS IN RESERVE. SO THAT WAS SOMETHING THAT THAT REALLY, TO ME RAISED A CONCERN ESPECIALLY SINCE, YOU KNOW, LOOKING AT REVIEWING THOSE INITIAL PROPOSALS OF 5% CUT INVOLVED CUTTING CUTTING STAFF. MY GOAL IN THIS POSITION HAS ALWAYS BEEN TO SUPPORT A BUDGET THAT'S BASED OFF PROACTIVITY, NOT REACTIVITY. AND TO ME, THIS BUDGET IS IT'S A REACTIVITY. IT'S A SKY IS FALLING WHEN, YOU KNOW, WE HAVE THE GOAL OF GETTING TO THAT 120 DAY OPERATING FUND UTILIZING TAXPAYERS MONEY THAT'S BEEN PUT IN RESERVE, THAT IN ESSENCE IT'S NOT OURS, IT'S THEIRS. AND IT'S THE DIFFERENT DEPARTMENTS THAT HAVE NOT SPENT THEIR BUDGETS. IT SHOULD BE CREDITED BACK TO THEIR DEPARTMENTS. I TOO WAS HOPING THAT THE BUDGET THAT WAS PROPOSED THAT BOTH COUNCIL MEMBER ROBB AND COUNCIL MEMBER PORRETTO THAT WE WERE THAT THEY'RE SPEAKING OF WOULD BE THE ONE THAT WE WERE VOTING ON. BUT THAT'S NOT WHAT'S BEING PROPOSED. AND, YOU KNOW, BASED ON THAT, I WOULD RATHER LIE ON CREATING EFFICIENCIES THAN RELY ON JUST THROWING MONEY. SO THE NO NET NEW REVENUE DID NOT PROVIDE AN INCREASE. AND IT WAS GOING TO $0.41 WAS LIKE A $70 INCREASE. SO WHAT IS THE TOTAL INCREASE WITH THE $0.43 THAT THE MAYOR IS PROPOSING? SOMEWHERE ROUGHLY AROUND $110 A PERSON. SO THE $0.43. OKAY. AS OPPOSED TO THE NO-NEW-REVENUE FOR THE AVERAGE TAXABLE VALUE THAT IS PROVIDED BY THE GALVESTON COUNTY APPRAISAL DISTRICT, WHICH IS ABOUT $295,000 IN FISCAL YEAR 26, WOULD BE ABOUT A 60 TO $70 ANNUAL INCREASE IN PROPERTY TAXES. SO FOR THAT VALUE OF HOUSE, THAT IS WHAT THE ANNUAL INCREASE WOULD BE. OUR HOUSE IS TYPICALLY 3. THEY DO IT. YEAH CLOSE TO 300. AND WE KEEP INCREASING YOUR TAXES. AND THIS IS THE TIME TO STOP. THE CITY CAN AFFORD TO DO A NO NET NEW REVENUE, NO MATTER HOW MUCH GLOOM AND DOOM. IT'S ALMOST LIKE BEFORE YOU EVEN GO INTO A BUDGET. AND I SEE TARA LYNN SITTING THERE AND I KNOW SHE WOULD AGREE. YOU COULD PRE-SCRIPT WHAT IS GOING TO BE SAID WHEN YOU GO IN FOR YOUR BUDGET MEETING? OH, WE'RE GOING TO HAVE TO CUT PUBLIC SAFETY. OH, WE'RE GOING TO HAVE TO. WELL, WE HAVE SCRUBBED AND SCRUBBED AND GONE THROUGH THIS BUDGET. THE BUDGET WAS DESIGNED FOR A NO-NEW-REVENUE. AND THAT'S THE BUDGET WE SHOULD BE APPROVING. BUT I'LL BE HONEST, I'VE LOOKED AT THIS BUDGET BACK AND FORTH, AND I WOULDN'T CONDUCT MY PERSONAL FINANCES THE WAY THIS BUDGET IS STRUCTURED, AT NO-NEW-REVENUE RATE. I WOULDN'T STRUCTURE MY BUSINESS PLAN ON SUCH A THING. AND BECAUSE OF THAT, TO BE GOOD STEWARDS OF THE OF THE CUSTOMER AND THE CIVILIANS, MONEY AND THE RESIDENTS, I CAN'T SUPPORT THAT TYPE OF APPROACH FOR OUR CITY MONEY HERE. WE HAVE GOT TO STAND UP. WE HAVE GOT ON OUR AGENDA TO MAKE COMMITMENTS TO THE FIREFIGHTERS ON AN INCREASE OF 5% FOR THIS YEAR AND THEN MOVING FORWARD WITH, I THINK, 4 OR 3% THE NEXT YEAR, AND WE HAVE MADE COMMITMENTS TO THEM IN THIS COLLECTIVE BARGAINING AGREEMENT. IF WE IF WE APPROVE THIS, IF WE MAKE TO HONOR THOSE COMMITMENTS IN THE SAME FOLLOWS FOR OUR POLICE OFFICERS, WE HAVE TO HAVE A BUDGET THAT ALLOWS MONIES TO BE THERE WHEN WE GET TO THAT POINT. YOU KNOW, THE COST OF DOING BUSINESS FOR THE CITY. AND I DON'T KNOW, WE'VE TALKED ABOUT THE NO-NEW-REVENUE RATE. THE NO-NEW-REVENUE RATE MEANS JUST THAT. THINK ABOUT YOUR PERSONAL FINANCES AND THE FINANCES OF YOUR BUSINESS. THE NO-NEW-REVENUE RATE SAYS THAT YOU HAVE TO HAVE A RATE WHERE YOU'LL HAVE NO MORE INCREASE THAN THE YEAR BEFORE, BUT YOUR COST OF DOING BUSINESS IS GOING UP. AND SO IF YOU WERE A BUSINESS OWNER AND THEY SAYS, I LISTEN, YOU CAN'T RAISE YOUR PRICES. YOU GOT TO KEEP THEM EXACTLY AS THEY ARE NOW AND YOU CAN'T RAISE THOSE. WELL, YOU CAN GET MORE EFFICIENT AT YOUR CITIES, AND YOU CAN SAVE MONEY, AND YOU DON'T NEED TO BRING IN ANY MORE REVENUE THAN THE YEAR BEFORE. YOU CAN DO THAT TO A CERTAIN EXTENT. AND WHAT COUNCILMAN PORRETTO, COUNCILMAN RAWLINS AND COUNCILWOMAN ROBB IS SAYING IS ACTUALLY TRUE. WE NEED TO LOOK AT BE AS EFFICIENT AS POSSIBLE, AND WE NEED TO UNDERSTAND HOW MUCH MONEY WE CAN SAVE AT THE CITY. WE'VE CUT BACK QUITE A BIT, BUT WE HAVE, I THINK WE HAVE STILL ROOM TO CUT BACK MORE, BUT WE. DON'T HAVE THOSE NUMBERS. WE DON'T HAVE THOSE NUMBERS FOR THIS BUDGET. WE DON'T KNOW IF WE CAN EVEN BRING ANY REVENUE IN BY GETTING MORE EFFICIENT. WE DO KNOW THIS THOUGH, THE COST OF DOING BUSINESS IS GOING UP AND IT'S GOING UP EXPONENTIALLY. I STARTED WITH A PELICAN ISLAND BRIDGE WHEN I FIRST GOT ON COUNCIL, AND THEY QUOTED $87 MILLION FOR THAT BRIDGE. IT'S UP TO A 250 SOMETHING MILLION RIGHT NOW. IT'S GOING UP EVERY YEAR. SO WE HAVE TO BE PREPARED FOR THAT. WE HAVE TO HONOR OUR COMMITMENTS, AND WE HAVE TO MAKE SURE THAT WE HAVE A FUND BALANCE, A RESERVE FUND, SO THAT WE CAN STAND UP AND SUPPORT THE RECOVERY OF THIS ISLAND IF WE HAVE A HURRICANE. YES, YOU CAN ALWAYS PASS A TAX RATE LATER, BUT THAT DOESN'T MEAN WE PASSED THE TAX RATE THAT OUR BUDGET STARTS OCTOBER 1ST IF WE GET A HURRICANE IN JUNE? AND, OF COURSE HEALTH INSURANCE AND PROVIDING PUBLIC SAFETY FOR A TOWN THAT CAN GO FROM 50,000, 55,000 TO 200,000 OVERNIGHT IS AN EXTRAORDINARY BURDEN THAT FAR OUTSTRIPS INCREASES THAT INFLATION MIGHT PUT ON US. THESE ARE EXTRAORDINARY THINGS THAT WE'RE DEALING WITH IN HERE, BUT ALSO EVERYBODY'S DEALING WITH THE TIME OF UNCERTAINTY, WE HAVE TO RECOGNIZE THAT, I THINK. AND ALSO, I BELIEVE THIS PARTICULAR RATE THAT WOULD PROVIDE THIS 120 DAY RESERVE PLUS THE 2% COLA IS [01:05:01] NOT UNREASONABLE WHEN YOU COMPARE US TO THE REST OF THE CITIES IN THE COUNTY. THE INTERNAL SERVICE FUNDS ARE FUNDS THAT PROVIDE SERVICES TO THE ORGANIZATION. SO, FOR EXAMPLE, IT SERVICES EVERY DEPARTMENT IN THE CITY CONTRIBUTES ACCORDING TO THEIR USE TO THAT FUND. AND SO IT'S CONSIDERED AN INTERNAL SERVICE FUND. THE CITY HAS HISTORICALLY NOT HAD A POLICY RELATED TO THE INTERNAL SERVICE FUNDS, AND THERE ARE TWO INTERNAL SERVICE FUNDS THAT WERE DISCUSSED. ONE WAS FLEET GARAGE AND THE OTHER ONE IS CENTRAL SERVICES, WHICH INCLUDES FACILITIES, COMMUNITY OUTREACH, MAIL SERVICES, AND IT. AND SO BETWEEN THOSE TWO FUNDS THERE WAS $2.8 MILLION. AND OF THAT WE DREW DOWN 800,000 AND REBATED IT BACK TO THE DEPARTMENTS ON THOSE RATES THAT THEY WERE PAYING INTO THE INTERNAL SERVICE FUNDS. SO THAT LEAVES BETWEEN THOSE TWO SEPARATE INTERNAL SERVICE FUNDS, APPROXIMATELY $2 MILLION IN FUND BALANCE RESERVE. AND EXPLAIN WHY IT IS KEPT THERE AS A RESERVE. WELL, THE CITY HAS HISTORICALLY NOT HAD A POLICY ON THIS. I THINK THAT OUT OF THE DISCUSSIONS ON AUGUST 14TH WE'VE DETERMINED THAT IT IS COUNCIL'S PREROGATIVE TO HAVE THAT POLICY. OUR BUDGET GROUP HAS ALREADY DONE SOME INITIAL LOOKS AT WHAT GFOA IS RECOMMENDING, WHAT'S BEST PRACTICES ARE, AND WE INTEND TO PROVIDE THE FIRST DRAFT OF THAT POLICY TO THE FISCAL AFFAIRS COMMITTEE MEETING THAT WILL OCCUR IN SEPTEMBER, AND FROM THERE IT WILL GO TO MANAGEMENT AND COUNCIL TO REVIEW. BUT WITHOUT A DOUBT IT IS COUNCIL'S PREROGATIVE TO SET THOSE LEVELS. AND I DON'T THINK ANYBODY HAS ANY CONCERNS WITH THAT IDEA. I THINK THAT OUR ABILITY TO REBATE THOSE RATES TO THE DEPARTMENTS THIS YEAR WAS A GREAT FIND ON COUNCIL'S PART. I THINK THE CONCERN IS FUND BALANCE IS ALWAYS A ONE TIME SOURCE OF REVENUE. AND SO WHEN YOU'RE INCREASING RECURRING COSTS LIKE HEALTH INSURANCE, LIKE SALARIES, YOU WANT A RECURRING SOURCE OF REVENUE TO FUND THAT RECURRING COST. THAT'S A GREAT REASON TO HAVE THAT, TO HAVE IT THERE, TO HAVE THE SURPLUS. ABSOLUTELY, AND OVERALL, THE FUND BALANCE PROJECTED SYSTEM WIDE AT THE END OF FISCAL YEAR 26, BASED ON THE BUDGET THAT WAS PRESENTED, IS RIGHT AROUND 120 DAYS ACROSS ALL FUNDS. AND SO I THINK WHEN YOU'RE LOOKING AT, WAS IT TOO MUCH FUND BALANCE IN THAT SPECIFIC INTERNAL SERVICE FUND? I THINK THERE'S NO REASON NOT TO REBATE THAT TO THE DEPARTMENTS. THE PROJECT BRINGS REAL ECONOMIC VALUE. IT INCREASES THE PROPERTY TAX BASE. IT'S GOING TO GENERATE LONG TERM REVENUE FOR THE CITY. IT SUPPORTS THE CONTINUED GROWTH OF THE CRUISE INDUSTRY, WHICH IS ONE OF OUR MOST VITAL ECONOMIC ENGINES, AND IT IS GOING TO BRING DIRECT REVENUE TO THE CITY.
