AND IT ALSO REQUIRES THAT IT BE 75% OF THE PROPERTY OWNERS TO INITIATE THE REQUEST BY PETITION AND FOR THIS PARTICULAR ZONING CHANGE REQUEST, 80% OF THE DWELLINGS ARE OWNER OCCUPIED AND 80% OF THE PROPERTY OWNERS INITIATED THIS REQUEST.

THE PROBLEM IS, WHEN SHORT TERM RENTALS COME INTO NEIGHBORHOODS THAT ARE ZONED RESIDENTIAL, IT CAN CHANGE THE WHOLE DYNAMICS OF WHAT THAT NEIGHBORHOOD IS ALL ABOUT.
FOR INSTANCE, WHEN I WAS ON COUNCIL, I HAD TWO NEIGHBORHOODS.
COLONY PARK WAS ONE OF THEM, AND THEY WERE THEY HAD TWO NEIGHBORHOODS THAT WERE, I MEAN, TWO HOUSES THAT WERE PARTY HOUSES THAT WERE SLEEPING UP TO 18 TO 20 PEOPLE THAT WERE PARTYING INTO A FOUR AND FIVE IN THE MORNING THAT WERE PUTTING TRASH ALL OVER THE FRONT, THAT WERE PUTTING PARKING ALL IN THROUGH THE NEIGHBORHOODS, SPEEDING.
AND IT CHANGED THE DYNAMICS OF COLONY PARK, BECAUSE COLONY PARK, AS YOU GO IN AND YOU COME OUT AND PEOPLE THAT LIVE THERE ARE FAMILY MEMBERS THAT HAVE KIDS THAT ARE RUNNING THE NEIGHBORHOODS THAT ARE GOING HOUSE TO HOUSE, LIKE A REAL NEIGHBORHOOD AND OLDER RETIREES.
AND SO WHEN YOU CREATE HAVOC, THAT WAS NEVER SUPPOSED TO BE A PLACE WHERE YOU PARTY AND YOU DO ALL THESE TYPE OF THINGS, A NEIGHBOR SHOULD HAVE THE RIGHT TO BE ABLE TO SAY, WAIT A MINUTE, WE SUPPORT SHORT TERM RENTALS, ALL FOR IT. AND I DO, AND I HAVE, BUT IN A NEIGHBORHOOD THAT WAS MEANT TO BE JUST FOR RESIDENTIAL HOMEOWNERS THAT HAVE FAMILY OR SENIOR CITIZENS THAT HAVE WORKED THEIR WHOLE LIVES, THAT LIVE IN A NEIGHBORHOOD WHERE THEY'RE NOT AROUND THIS PARTYING ATMOSPHERE, THEY SHOULD BE ABLE TO HAVE THAT NEIGHBORHOOD.
SO WE ACTUALLY WENT THROUGH THE WHOLE PROCESS.
THIS EVEN WENT THROUGH THE STATE HOUSE AND SENATE, AND IT PASSED THAT.
IT WAS APPROVED BECAUSE IT'S NOT JUST 50% IS 75, AND WE HAVE OVER 80% THAT HAVE SIGNED.

BASED ON WHAT MY NEIGHBORS SAID ABOUT THE SHORT TERM RENTAL, YOU CAN IMAGINE THE CONCERN WHEN WE TAKE OUR KIDS OUTSIDE AND WE WITNESS INAPPROPRIATE BEHAVIOR ON THE DOCK. I HAVE A FIVE YEAR OLD AND A SIX YEAR OLD, AND I'LL NEVER FORGET THE MOMENT MY SON LOOKED AT ME AND SAID, DADDY, WHAT ARE THOSE GIRLS DOING DANCING ON THE ON THE DOCK? WHY ARE THEY NAKED? OR MY DAUGHTER FEELING UNCOMFORTABLE BECAUSE THERE WAS A GENTLEMAN LOOKING ON THE DOCK, AND ALL HE DID WAS STARE AT HER WHILE SHE WAS PLAYING IN HER BACKYARD IN THE SPRINKLERS.
SO THAT'S SOMETHING THAT NO PARENT SHOULD HAVE TO WORRY ABOUT.

MY WIFE IS ADVISED ME TO CALL THE POLICE, REPORT THE SITUATION AND TRY TO GET THE PARTY SHUT DOWN.
BUT GIVEN HOW LARGE AND INTOXICATED THE GROUP WAS, I CHOSE NOT TO ESCALATE THE SITUATION THAT NIGHT.
I DIDN'T KNOW HOW THEY MIGHT RESPOND. I WASN'T ABOUT TO RISK THE SAFETY OF MY FAMILY MUCH MORE, THE PROPERTY POSSIBLY BEING VANDALIZED. WE LIVE TWO, TWO HOUSES, DOWN FROM ONE OF THE SHORT TERM RENTAL HOUSES ALSO AFFECTING THE OTHERS THAT YOU'VE HEARD ABOUT. I DON'T WANT TO BE WOKEN UP AT 3 OR 4 IN THE MORNING WITH LOUD MUSIC AND HAVE TO CALL THE POLICE.
