THIS IS A REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR MODIFICATIONS TO THE STRUCTURE, INCLUDING REMOVING A COVERED BALCONY. THERE WERE FOUR PUBLIC NOTICES SENT, NONE OF THOSE WERE RETURNED. THE APPLICANT IS REQUESTING A CERTIFICATE OF APPROPRIATENESS FOR ALTERATIONS TO THE STRUCTURE, INCLUDING DEMOLISHING AN EXISTING ELEVATED COVERED BALCONY DUE TO STRUCTURAL ISSUES WITH THE FRAMING UNDERNEATH.
ACCORDING TO THE APPLICANT, THE BALCONY IS ORIGINAL TO THE HOUSE, AND THE ORIGINAL INSURANCE BOARD RECORD NOTES THAT THE STRUCTURE IS 44 FOOT WIDE, WHICH CONFORMS TO THE APPROXIMATE WIDTH OF THE STRUCTURE WITH BALCONY.
THE APPLICANT ESTIMATES SIX MONTHS ARE REQUIRED.
THIS MAY RESULT IN SOME MINOR CHANGES TO EXTERIOR APPEARANCE.
NOTE THAT THE BALCONY WAS PARTIALLY DEMOLISHED NOT TOO LONG AGO, AS PART OF THE STRUCTURAL ASSESSMENT, TO SEE WHAT WAS ACTUALLY GOING ON UNDERNEATH.
PLEASE NOTE THE DESIGN STANDARDS AND THE STAFF REPORT.
STAFF REQUEST GENERALLY CONFORMS TO THE DESIGN STANDARDS FOR HISTORIC PROPERTIES, NORMALLY DEMOLISHING A HISTORICALLY SIGNIFICANT PORTION OF A STRUCTURE AND REBUILDING IT AS IS WOULD, IS ACCEPTABLE AND CAN BE APPROVED BY STAFF.
IN THIS CASE, I NOTE THE SPECIFIC CONDITIONS 1A AND 2, AND THE STAFF RECOMMENDATIONS NECESSITATE THE SECOND CERTIFICATE OF APPROPRIATENESS IS REQUIRED IF RECONSTRUCTION WILL RESULT IN A CHANGE TO THE EXTERNAL APPEARANCE OF THE RECONSTRUCTED BALCONY.
THE APPLICANT IS NOT HERE. I DO NOT BELIEVE, BUT THEY HAVE INDICATED THAT THEY'RE JUST NOT 100% CERTAIN WHAT WILL HAPPEN UNTIL THEY GET INTO IT. SO LET'S JUST SEE IT TO BE DETERMINED.
SO THE COA WOULD BE ONLY FOR TEMPORARY DEMOLITION OF THE EXISTING BALCONY.
