10.A Consider for Approval renewing an ordinance of the City of Galveston, Texas, amending Chapter 26 "Parks and Recreation" of "The Code of the City of Galveston 1982, as amended," Article IV "Youth Services Standard of Care" and sections thereunder; adopting Youth Services Standards of Care for 2025, thereby defining minimum standards of care by which the City of Galveston and its Recreation Department will operate the City's youth recreational programs; providing for an annual review and re-adoption date thereafter; making various finding and provisions related to the subject. 10.B Consider an ordinance of the City of Galveston, Texas, amending the total operating budget for fiscal year ending September 30, 2025, by adjusting various budget accounts in the amount of three million five hundred twenty-eight thousand three dollars ($3,528,003) to properly record expenses related to the distribution of civilian cost of living adjustments ($1,659,951) within their respective funds, carryover from Fiscal Year 2024 for Council approved capital expenditures and Hurricane Beryl Repairs ($1,734,103), transfers within the Convention Center Surplus Fund that include: Island Transit Trolley Repairs ($68,949), 25th Street Lighting Project ($50,000), and equipment rental of light towers for Special Events ($15,000); making various findings and provisions related to the subject; and providing for an effective date. 10.C Consider for approval an Ordinance of the City of Galveston, Texas, amending Galveston City Code Chapter 26 “Parks and Recreation: Article III “Park Board of Trustees: Section 26-54 “Areas Under Control of Aoard”, to add Section 26-54(d)(5) providing that management and control excludes beach nourishment and replenishment project; providing that City Council is the final decision maker related to such projects; making various finding and provisions related to the topic and providing for an effective date

12.A Consider for approval a motion directing the city manager to enter into discussions with the Park Board of Trustees or their designee to effectuate transition from the Park Board to the City the following functions and/or activities: 1) terminating the Park Board’s management and control of Seawolf and Dellanera Parks; 2) cease Park Board operation of paid Seawall Parking with the City assuming such operation; 3) registration of short term rentals in the City of Galveston; with the goal that such transitions be finalized no later than October 1, 2025; and further directing the City Manager give a status report on the implementation of this directive at the Council’s July 2025 meeting.
