AND WE PUT OUT THE RED CARPET WHEN HE CAME ON THE ISLAND IN 65.
WHEREAS ALMOST 60 YEARS AGO, CARL SWANSON, A COWBOY FROM GREENLEE, NEBRASKA.

RANDY, WHO COULD BE LED AND EVEN RIDDEN LIKE A HORSE, WALKED THE ENTIRE ROUTE, AND CARL CARRIED WATER FROM MINNESOTA'S RAINY RIVER WITH THE INTENTION OF POURING IT INTO THE GULF OF MEXICO UPON ARRIVAL.
WHEREAS CARL, RANDY, AND BLONDIE REACHED GALVESTON ON MARCH 28, 1965.
THE CHALLENGE OF CROSSING THE RAILROAD CAUSEWAY WAS SOLVED WITH PLYWOOD IN THE SCORCHING STREETS HERE IN GALVESTON WERE COVERED IN RED CARPET TO PROTECT RANDY'S HOOVES.
AT 2 P.M., CARL SWANSON COMPLETED HIS MISSION BY EMPTYING THE CANTEEN FROM RAINY RIVER, MINNESOTA INTO THE GULF OF MEXICO HERE IN GALVESTON. THEREFORE, WE, THE MAYOR AND CITY COUNCIL OF THE CITY OF GALVESTON, DO HEREBY RECOGNIZE MARCH 27TH, 2025, AS CARL SWANSON DAY IN THE CITY OF GALVESTON.

AND LIKE THE MAYOR SAID ONCE WHEN THE THEY GOT TO GALVESTON, THE CITY OF GALVESTON ROLLED OUT THE RED CARPET FOR THIS COWBOY, A BULL, AND A DOG, AND GOT HIM ALL THE WAY TO THE GULF OF MEXICO.
AND THEN HE WENT AND POURED THE WATER IN FROM THE RAINY RIVER INTO THE GULF.
NOW, I KNOW THERE'S A LOT OF MAYORS THAT HAVE COME AND GONE.
AND I KNOW THAT THE SECURITY POLICEMEN THAT HELPED HIM OUT, HE'S PROBABLY RETIRED OR HAS ANOTHER BULL TO CHASE. AND I KNOW THE CARPET IS A LITTLE TATTERED AND PROBABLY PUT AWAY.
BUT THE MAYOR BACK THEN GAVE MY UNCLE THE KEY TO THE CITY, WHICH I HAVE TODAY.

IT SEEMS LIKE A MILLION YEARS AGO AT THIS POINT.
BUT IT WAS ONLY THREE MONTHS AGO. IN CLOSING OUT THE FIRST QUARTER OUR PROJECTIONS ARE GENERALLY BASED ON VERY LIMITED TRENDS. AND SO OFTEN WE DON'T SEE THAT THERE'S ANYTHING MAJOR GOING ON IN THAT FIRST QUARTER THAT WE NEED TO REPORT ON.
THAT CONTINUES TO BE THE CASE IN FIRST QUARTER REPORT.
WHEN YOU REVIEW YOUR REPORT ON PAGE ONE FOR THE CITYWIDE SUMMARY, YOU'RE GOING TO SEE THAT ON THE REVENUE SIDE WE'RE CURRENTLY PROJECTING THAT WE COME IN ABOUT $2 MILLION SHY OF WHAT WAS ORIGINALLY BUDGETED, BUT THAT'S SYSTEM WIDE THAT'S NOT JUST GENERAL FUND.
AND WE'RE PROJECTING THAT EXPENDITURES WILL ALSO BE BELOW WHAT WE PROJECTED.
WE ORIGINALLY BUDGETED $244.9 MILLION IN EXPENDITURES.
AND BASED ON THE FACT THAT IN THE SPECIAL REVENUE FUNDS, WE'RE NOT PROJECTING TO SPEND ALL THOSE.
IT WILL ULTIMATELY, WE'RE AT THIS POINT PROJECTING SPENDING ABOUT 224.2 MILLION OF THAT.
AND THIS MAINTAINS THE FUND BALANCES THAT WE BUDGETED FOR.
ON PAGE TWO AND THREE OF THE REPORT, YOU WILL SEE THE GENERAL FUND SUMMARY, WHICH IS FOR THE CITY OPERATIONAL ITEMS. WE ARE STILL PROJECTING PROPERTY TAX AND SALES TAX ON THE CONSERVATIVE SIDE AS OF DECEMBER 31ST, AND WE HAVE SINCE RECEIVED SOME SALES TAX REVENUE THAT IS HOPEFUL AND HOPEFULLY THAT SECOND QUARTER REPORT, WE'RE GOING TO BE ABLE TO ADJUST THOSE SALES TAX PROJECTIONS A LITTLE BIT FOR YOU.
BUT ULTIMATELY IN THE GENERAL FUND, OUR EXPENDITURE BUDGET WAS FOR $81.6 MILLION.
AND RIGHT NOW, BASED ON THE CURRENT EXPENDITURES, WE ARE PROJECTING THAT TO COME IN SLIGHTLY LOWER AT $80.9 MILLION, WHICH IS REALLY GOOD NEWS. AND IT'S GOING TO HELP US ACHIEVE THOSE BUDGET GOALS THAT COUNCIL SET FOR US WITH THE AMENDED BUDGET IN OCTOBER.
IF WE MOVE ON TO PAGE SIX AND SEVEN OF THE REPORT, THE SPECIAL REVENUE FUNDS ARE COVERED HERE.
THAT IS LOWER THAN THAT, SINCE NOT ALL OF THOSE SPECIAL REVENUES HAVE BEEN ALLOCATED TO PROJECTS, AND WE EXPECT THAT THEY WILL BE CARRIED FORWARD INTO THE NEXT YEAR.

AND AT THAT POINT, WE WILL PRESENT A BUDGET AS A PART OF THAT AMENDMENT FOR THE STEWART BEACH PAVILION, AND YOU WILL NO LONGER SEE THAT DEFICIT IN THAT LINE.
THE ONLY FUND THAT WE'RE CONTINUING TO LOOK AT IS THE DRAINAGE FUND, WHICH IS GOING TO BE DECREASING BASED ON WHAT THE EXPENDITURES WERE AND WHAT THE ANTICIPATED REVENUE IS. OVERALL, I DON'T HAVE ANY OTHER REALLY MAJOR THINGS TO REPORT IN THE FIRST QUARTER.
AND SO I JUST WE'RE GOING TO WOULD LIKE TO REASSURE COUNCIL THAT AS THE TRENDS COME THROUGH IN THE SECOND QUARTER, I THINK THE SECOND QUARTER REPORT WILL BE MORE REVEALING AS TO HOW WE ARE ALIGNING WITH THOSE BUDGET AMENDMENTS THAT COUNCIL APPROVED IN OCTOBER.

SO WE FEEL THAT THE CITY COMPLIED IN ALL MATERIAL RESPECTS IN ACCORDANCE WITH THE DIRECT AND MATERIAL COMPLIANCE FINDINGS OF ALL THREE OF THOSE MAJOR FEDERAL PROGRAMS. AND ON THE INTERNAL CONTROLS OVER COMPLIANCE, WE'RE HAPPY TO REPORT THAT THERE WERE NO INSTANCES OF ANY SIGNIFICANT DEFICIENCIES OR MATERIAL WEAKNESSES. SO CLEAN AUDIT ALL THE WAY AROUND.

AND LAST COUPLE OF WEEKS I'VE HAD TWO DIFFERENT OCCASIONS WHEN A DOG'S CHASED ME.
ONE WAS FRIEND, ONE WAS PROBABLY FRIENDLY, THE OTHER ONE DEFINITELY WAS NOT.
VARIOUS PILES OF POOP SEEING DOGS IN THE DUNES, DIGGING.
MAYBE, YOU KNOW, BIRD EGGS. I DON'T KNOW, I JUST I SEE PEOPLE ON SATURDAY AND SUNDAY MORNINGS, ESPECIALLY ON EAST BEACH. BIG DOGS USUALLY NEVER ON LEASHES.
