PROS WORK CONFORMS TO THE ELEMENTS PRESCRIBED IN THE DESIGN STANDARDS REGARDING MATERIALS, SIZE, PLACEMENT, AND MASSING IN COMPARISON TO THE HISTORIC MAIN STRUCTURE. SO, STAFF RECOMMENDS APPROVAL OF THE REQUEST WITH SPECIFIC CONDITIONS.

OKAY. THIS IS A REQUEST FOR A CERTIFICATE OF APPROPRIATENESS FOR MODIFICATIONS TO A PREVIOUS APPROVAL, WHICH WAS 23-012. PUBLIC NOTICES SENT WERE EIGHT ZERO RETURNED.

BACKGROUND. ON SEPTEMBER 19TH, 2022, THE LANDMARK COMMISSION APPROVED A CERTIFICATE OF APPROPRIATENESS FOR ALTERATIONS TO THE STRUCTURE, INCLUDING THE INSTALLATION OF A ROOFTOP ADDITION UNDER CASE 22-LC-33.

IN APRIL OF 23, THE APPLICANT REAPPLIED TO THE LANDMARK COMMISSION FOR REVISIONS TO THE 2022 APPROVAL.

THOSE REVISIONS WERE CHANGES TO ROOFING MATERIAL FROM GALVALUME, EMBOSSED METAL SHINGLE TO METAL STANDING SEAM, AND A CHANGE IN THE WINDOW MATERIAL FROM WOOD TO VINYL.

SUMMARY. THE APPLICANT IS REQUESTING THE FOLLOWING MODIFICATIONS TO THE PREVIOUS APPROVAL TO MODIFY THE ROOFTOP ADDITION TO BE AN OPEN ROOFTOP PORCH WITH NO WINDOWS IN THE OPENINGS AND ON THE SOUTH FACADE. INSTALL A STEEL RAILING INSIDE OF THE OPENINGS FOR SAFETY, AND THAT RAILING WILL BE RECESSED ABOUT EIGHT INCHES FROM THE OUTER FACADE. CONFORMANCE WITH THE DESIGN STANDARDS.

STAFF FINDS THAT THE PROPOSED MODIFICATIONS ARE IN KEEPING WITH THE DESIGN STANDARDS.

THE FORM OF THE ROOF PROPOSITION REMAINS, AS PREVIOUSLY APPROVED.

THE CHANGE FROM AN ENCLOSED ROOFTOP ADDITION TO AN OPEN PORCH REDUCES THE VISUAL IMPACT WHILE PRESERVING THE OVERALL DESIGN RHYTHM.

THE REMOVAL OF THE WINDOWS AND THE USE OF STEEL RAILINGS ON THE WEST FACADE, WHICH IS NOT VISIBLE FROM ANY RIGHT OF WAY, WILL NOT BE SEEN BY THE PUBLIC.

STAFF IS RECOMMENDING APPROVAL WITH THE SPECIFIC CONDITION ONE.

THE EXTERIOR MODIFICATION SHALL CONFORM TO THE DESIGN, MATERIALS AND PLACEMENT PRESENTED IN EXHIBIT B OF THE STAFF REPORT.

AND THEN WE HAVE STANDARD CONDITIONS TWO THROUGH SIX AND WE HAVE SOME PICTURES.

THIS IS THE SUBJECT PROPERTY. SO YOU CAN SEE THAT THAT ROOFTOP ADDITION HAS BEEN PUT IN PLACE.

I KNOW IT SOMETIMES CAN BE CHALLENGING, ESPECIALLY WHEN YOU GET A 36 PAGE STAFF REPORT LIKE THE ONE YOU GOT FOR THIS PROJECT.

I APOLOGIZE FOR THAT. BUT ANYWAY, THAT STAFF REPORT PRETTY MUCH EXPLAINS THAT THOSE THREE OPENINGS TO THE LEFT OF THE DRAWING, RIGHT THERE WERE PREVIOUSLY HAD WINDOWS IN THEM, AND WE JUST REMOVED THE WINDOWS AND KEPT THE OPENINGS THE SAME SIZE, PROPORTIONS, SCALE, MATERIALS EXCEPT FOR THE WINDOWS, IN ORDER TO STILL BE COMPATIBLE WITH THE REST OF THE PROJECT.

AND THEN BECAUSE THE SILL ON THOSE THREE OPENINGS IS ONLY ABOUT 18IN FROM THE FLOOR ON THE INSIDE, WE HAVE TO HAVE SOME KIND OF PROTECTION TO KEEP PEOPLE FROM FALLING OUT.

SO WE'RE PROPOSING TO PUT A SMALL SECTION OF STEEL FENCING RIGHT THERE, RECESSED ON THE INSIDE OF THE OF THE SPACE, WHICH WOULD MAKE IT ABOUT RECESSED ABOUT EIGHT INCHES FROM THE FROM THE FACE OF THE FACADE AND ACTUALLY MATCHES THE EXISTING STEEL RAILING THAT IS JUST TO THE LEFT.

OVER THERE YOU CAN SEE A PIECE OF IT THAT SITS ON TOP OF AN EXISTING PARAPET WALL ADJACENT TO THE PROJECT.

REPLACE AN EXISTING WINDOW WITH A NEW WALKOUT DOOR AND THEN ADDING A STAIRCASE AND PORCH.

ACCORDINGLY. THERE WERE FIVE PUBLIC NOTICES SENT, AND OF THOSE WERE RETURNED.

THIS IS A TEXT AMENDMENT TO ESTABLISH A FEE FOR GALVESTON LANDMARK DESIGNATION AND REPLACEMENT GALVESTON LANDMARK PLAQUES.

WE HAVE BEEN RESEARCHING SUPPLIERS FOR OUR GALVESTON LANDMARK PLAQUES, AS OUR CURRENT INVENTORY IS LOW AND AS IN LOW, I THINK WE HAVE ONE. I THINK IT'S THAT ONE. THESE PLAQUES ARE AWARDED TO PROPERTY OWNERS UPON THE DESIGNATION OF A BUILDING AS A GALVESTON LANDMARK AND INTENDED TO BE DISPLAYED ON THE BUILDING. THE EXISTING PLAQUES ARE EIGHT INCHES IN DIAMETER, MADE OF RESIN, FEATURED THE CITY SEAL ALONG WITH THE WORDS GALVESTON LANDMARK.

STAFF HAS IDENTIFIED A MANUFACTURER TO PRODUCE NEW PLAQUES, WHICH WILL RETAIN THE SAME DESIGN, BUT WILL BE UPGRADED FROM RESIN TO ALUMINUM FOR IMPROVED DURABILITY TO OFFSET PRODUCTION COSTS.

STAFF IS PROPOSING A NEW $100 FEE FOR GALVESTON LANDMARK DESIGNATION, AS WELL AS A FEE FOR REPLACEMENT PLAQUES.

SINCE THE NEW PLAQUES WILL BE MADE OF A HIGHER QUALITY MATERIAL, WE ANTICIPATE THAT SOME OWNERS OF PREVIOUSLY DESIGNATED LANDMARKS MAY CHOOSE TO REPLACE THEIR RESIN PLAQUES WITH THE NEW ALUMINUM VERSION.

WE PLAN TO ORDER 100 PLAQUES GIVEN THAT THE CITY HAS AVERAGED NINE NEW DESIGNATIONS PER YEAR.
