THIS IS A REQUEST FOR A LICENSE USE FOR CONSTRUCTION FENCING.

THERE WERE 13 PUBLIC NOTICES SENT.

THREE RETURNED THOSE IN OPPOSITION.

THE APPLICANT IS REQUESTING A LICENSE TO USE FOR THE CITY RIGHT OF WAY TO RETAIN CONSTRUCTION FENCING ASSOCIATED WITH ONGOING RENOVATIONS.

PREVIOUS LICENSE TO USE FOR CONSTRUCTION FENCING WITH THESE SAME RENOVATIONS EXPIRED JUNE 30TH.

THAT WAS CASE 24P-006 THAT WAS 24LC-005.

CONSTRUCTION OF FENCING ON THE RIGHT OF WAY IS INSTALLED ALONG 22ND STREET, ROUGHLY PARALLEL TO THE PROPERTY'S EAST PROPERTY LINE ENDS JUST SHORT OF THE BUILDING SOUTH FACADE. FENCING ENCROACHES APPROXIMATELY 8.5FT INTO THE RIGHT OF WAY, ITS WIDEST POINT, WHICH DOES PARTIALLY BLOCK THE SIDEWALK BUT STILL ALLOWS SEVEN FOOT OF PEDESTRIAN ACCESS.

AND THIS IS BASED ON THE SCOPE OF WORK, WHICH CONSISTS OF FACADE RESTORATIONS AT THIS POINT.

THE APPLICANT REQUESTS THE CONSTRUCTION FENCE REMAIN LONG ENOUGH FOR THE PROJECT TO BE COMPLETED, WHICH IS ESTIMATED TO BE APRIL 30TH OF 2025.

NOTE THAT NO PAID PARKING IS AFFECTED BY THE LTU.

THIS IS JUST ON THE SIDEWALK, AND THERE WERE NO CONCERNS OR OBJECTIONS RETURNED FROM OUTSIDE UTILITIES OR CITY DEPARTMENTS.

THE CITY'S TRANSIT DEPARTMENT NOTED THAT THE EXTENTS OF THE LTU SHOULD NOT EVER BE INCREASED, NOR IN SUCH A WAY TO ALLOW FOR THE TROLLEYS TO BE OR TO IMPEDE THE TROLLEYS.

BECAUSE THE SUBJECT PROPERTY IS IN THE STRAND MECHANIC HISTORIC DISTRICT.

LANDMARK COMMISSION MAY PROVIDE A RECOMMENDATION OF PLANNING COMMISSION, AND THEY WILL CONSIDER THIS AT THEIR AUGUST 6TH MEETING.

STAFF RECOMMENDS A REQUEST BE APPROVED WITH SPECIFIC CONDITIONS, ONE THROUGH THREE AND STANDARD CONDITIONS FOUR THROUGH NINE.

WE WOULD NORMALLY HAVE A POWERPOINT, BUT WE'RE HAVING TECHNICAL DIFFICULTIES.

SO THIS CONCLUDES STAFF'S REPORT.

IT'S A REQUEST FOR VERIFICATION AS A PARTICIPANT IN THE SUBSTANTIAL REHABILITATION OF AN HISTORIC PROPERTY FOR THE TAX EXEMPT PROGRAM.

SO IN DECEMBER OF 2012, THE APPLICANT I THINK THAT'S SUPPOSED TO BE 21, PLEASE.

SORRY ABOUT THAT.

IN DECEMBER OF 2021, THE APPLICANT SUBMITTED FOR TAX ELIGIBILITY FOR WORK AT 2102 MECHANIC.

SINCE THE APPLICANT EXCEEDED THE MINIMUM THRESHOLD FOR PARTICIPATION, THEY ARE NOW REQUESTING VERIFICATION THAT THE REQUIREMENTS OF THE PROGRAM HAVE BEEN MET.

THE THRESHOLD TO PARTICIPATE WAS $451,000.

THE APPLICANT HAS SUBMITTED DOCUMENTATION THAT SUPPORTS A TOTAL EXPENDITURE OF $534,000.

THAT WAS ON THE WINDOW REPLACEMENT.

THE WINDOW REPLACEMENT WAS APPROVED BY LANDMARK COMMISSION UNDER CASE 21LC-051.

CITY COUNCIL HAS THE FINAL AUTHORITY ON THE SUBSTANTIAL REHABILITATION FOR HISTORIC PROPERTIES TAX EXEMPTION PROGRAM.

THE TAX EXEMPTION WILL FREEZE THE CITY PORTION OF THE PROPERTY TAX FOR A PERIOD OF TEN YEARS, AT THE PRE IMPROVEMENT VALUE OF $944,000.

CITY COUNCIL WILL REVIEW THIS REQUEST AT THE AUGUST 22ND REGULAR MEETING AND STAFF IS RECOMMENDING APPROVAL.
