STAFF FINDS THAT THE NEW CONSTRUCTION GENERALLY CONFORMS TO THE DESIGN STANDARDS FOR HISTORIC PROPERTIES.

STAFF INITIALLY HAD CONCERNS ABOUT THE MASSING AND SCALE OF THE PROPOSED NEW CONSTRUCTION.

THE APPLICANT HAS PROVIDED A STUDY OF THE BUILDING HEIGHTS ON THE BLOCK FACE, WHICH WAS INCLUDED IN ATTACHMENT A.

THE STUDY SHOWS THAT THE HEIGHT OF THE NEW CONSTRUCTION IS NOT OUTSIDE OF THE RANGE OF HEIGHTS FOUND ON THE BLOCK.

WHILE THE NEW CONSTRUCTION IS SIGNIFICANTLY TALLER THAN THE STRUCTURES TO THE IMMEDIATE EAST AND WEST, THOSE HOUSES ARE CLASSIFIED AS NONCONTRIBUTING TO THE DISTRICT WITH RESPECT TO CONSTRUCTION DATES OF 1931 AND 1975.

STAFF CONCERNS ARE THE FOLLOWING ONE SKIRTING THE DESIGN STANDARDS.

IDENTIFY BOARD AND BATTEN SKIRTING AS THE APPROPRIATE MATERIAL FOR HOUSES WITH AN ELEVATED FOUNDATION.

THE APPLICANT HAS PROPOSED BOARD AND BATTEN ON THE FRONT AND HORIZONTAL LOUVERS ON THE SIDE AND REAR ELEVATIONS.

STAFF RECOMMENDS BOARD AND BATTEN SKIRTING ON ALL ELEVATIONS AND TWO THE RAILINGS.

THE DESIGN OF THE RAILING SHOULD BE IN CONFORMANCE WITH THE STANDARD RAILING EXHIBIT DETAIL, WHICH WAS INCLUDED AS EXHIBIT B.

STAFF IS RECOMMENDING APPROVAL WITH THE FOLLOWING CONDITIONS.

SPECIFIC CONDITION ONE THE APPLICANT SHALL CONFORM TO THE DESIGN, MATERIALS AND PLACEMENT INDICATED ON EXHIBIT A OF THE STAFF REPORT WITH THE FOLLOWING MODIFICATIONS A THE SKIRTING BELOW THE FIRST LEVEL SHALL BE BOARD AND BATTEN ON ALL ELEVATIONS, AND B THE RAILING SHALL MATCH THE STANDARD RAILING DETAIL IN EXHIBIT B, ITEMS TWO THROUGH SIX ARE STANDARD AND WE HAVE SOME PICTURES.

HE ALSO MANAGED THE SAND CRABS, WHICH WAS GALVESTON'S LOCAL BASEBALL TEAM, WAS PRESIDENT AND MANAGER OF THE SURF BATHHOUSE, BUILT IN 1909, AND WOODMEN OF THE WORLD MEMBER.

AMONG OTHER VENTURES AND AMONG THOSE VENTURES WAS CONSTRUCTION OWNERSHIP OF TENANT HOUSING.

EISENFELDER'S HOME WAS AT 3102 AVENUE P AND A HALF.

HE OWNED THE 310 HOUSES ACROSS THE STREET ON LOT 14 NORTHWEST OUTLOT 89 NORTHERN AND SOUTHERNMOST HOUSES ARE IDENTICAL.

BUILT IN 1908, INSURANCE RECORDS FROM 1915 INDICATE THAT THE MIDDLE HOUSE WAS UNDER CONSTRUCTION AT THAT TIME.

AFTER HIS DEATH IN 1937, PAULINE REMAINED IN THE HOME AT 3102 AVENUE P AND A HALF MAINTAINED THE RENTAL PROPERTIES ACROSS THE STREET.

AFTER HER PASSING, HER NIECE MADELINE FRIEDRICH AND HUSBAND VIGGO INHERITED ALL THE EISENFELDER HOMES.

THEY LIVED IN THE EISENFELDER HOME AS WELL, AND CONTINUED TO RENT THE 310 HOUSES UNTIL 1967.

THE CHARLES AND PAULINE EISENFELDER TIN HOUSE RETAINS A GOOD DEAL OF ARCHITECTURAL INTEGRITY.

THE SANNES ASSOCIATION WITH GALVESTON'S HISTORY OF IMMIGRATION, LOCAL BUSINESS OWNERS AND TRADITION OF TENANT RENTAL PROPERTIES, ESPECIALLY IN GALVESTON'S LARGER GROWTH PHASE, JUSTIFY INCLUSION AS A LANDMARK.

PROPERTY IS NOT LOCATED IN A HISTORIC DISTRICT AND IS ELIGIBLE FOR THE FINANCIAL INCENTIVE FOR HISTORIC PROPERTIES FOR NEW GALVESTON LANDMARKS.

IT'S BEING HELD IN BEAUMONT AT THE MCFADDIN WARD HOUSE, WHICH IS THEIR BIG HOUSE MUSEUM.

SO THE TOPICS ARE SOUTHEAST TEXAS HERITAGE, DISASTER PREPAREDNESS, AND RECOVERY.

THAT TALK IS BEING GIVEN BY ROB [INAUDIBLE], WHO WORKED HERE WITH US AFTER IKE ON HISTORIC BUILDING RECOVERY.
