WHEREAS THE CITY COUNCIL OF GALVESTON RECOGNIZES AND PROCLAIMS THE MONTH OF OCTOBER 2023 AS LGBTQIA+ HISTORY MONTH THROUGHOUT GALVESTON AND, WHEREAS, GALVESTON JOINS THE MANY CITIES IN THE UNITED STATES THAT OBSERVES LGBTQIA+ HISTORY MONTH IN OCTOBER, AND, WHEREAS, ALL HUMAN BEINGS ARE BORN FREE AND EQUAL IN DIGNITY AND RIGHTS, LGBTQ INDIVIDUALS HAVE HAD IMMEASURABLE IMPACT ON THE CULTURAL, CIVIC AND ECONOMIC SUCCESS OF OUR COUNTRY.

WHEREAS THE FIRST AMERICAN ARBOR DAY WAS FOUNDED BY JULIUS STERLING MORTON BY PROPOSING A TREE PLANTING HOLIDAY ON JANUARY 4TH, 1872--THAT'S 151 YEARS AGO--TO NEBRASKA BOARD OF AGRICULTURE.

MORE THAN 1 MILLION TREES WERE PLANTED IN NEBRASKA ON THE FIRST ARBOR DAY ON APRIL 10TH, 1872.

ARBOR DAY IS NOW CELEBRATED THROUGHOUT THE NATION AND WORLDWIDE, AND, WHEREAS, IN 2008, THE CITY OF GALVESTON SUFFERED A LOSS OF OVER 40,000 TREES CAUSED BY HURRICANE IKE, STORM SURGE.

SINCE THEN, OVER 21,750 TREES AND PALMS HAVE BEEN REPLANTED BY GALVESTON COMMUNITY.

FALL AND WINTER ARE THE BEST SEASONS TO PLANT TREES, AND, WHEREAS, TREES PLAY A CRITICAL ROLE IN REDUCING TOPSOIL EROSION CAUSED BY WIND AND WATER CUTS, ENERGY COSTS BY MODERATING TEMPERATURE PURIFIES AIR, PROVIDES HABITAT TO WILDLIFE AND ADDS GREEN SPACES TO OUR PARKS FOR COMMUNITY GATHERINGS.

FOR ALL THE HOUSES THAT ARE ON THAT STREET.

THERE'S A ALMOST 40 HOUSES THERE, AND THIS IS A CUL DE SAC, A QUIET NEIGHBORHOOD WITH SOME VERY EXPENSIVE PROPERTY.

IN FACT, SOME A COUPLE OF PEOPLE FROM CALIFORNIA DECIDED TO BUY HOUSES THERE AND SPENT WELL OVER $1 MILLION A PIECE FOR THEM.

SO I'M HERE TO SAY THAT I WAS NOT NOTIFIED OF THIS PROJECT OR GIVEN AN OPPORTUNITY TO VOICE MY CONCERNS OVER PROPERTY VALUES, ACCESS TO OUR HOUSE, THE STREET BEING TORE UP, AND ANY KIND OF CONTINGENCY PLANS FOR BEING ABLE TO DRIVE DOWN OUR ROAD WHILE THEY'RE TEARING UP THE STREET.

NO SNOW. THERE HAS BEEN A CONTINUOUS GROWTH IN THE HOMELESS POPULATION ALL OVER THE UNITED STATES.

HOMELESSNESS IS NOT A NEW ISSUE AND THERE ARE SOLUTIONS.

STATE AND FEDERAL GOVERNMENTS HAVE DEVISED ANSWERS FOR OUR PROBLEMS. WE CAN ALSO LEARN FROM OTHER CITIES HOW THEY DEALT WITH THIS ISSUE, BUT ALL SOLUTIONS FOR THE CITY OF GALVESTON START HERE WITH YOU, THE CITY COUNCIL. BESIDES USING THE RESOURCES PROVIDED BY HUD AND OTHER AGENCIES, WE NEED YOU TO USE YOUR INFLUENCE TO BREAK THE STALEMATE BETWEEN GALVESTON COUNTY COMMISSIONERS AND UTMB.

WITH THE RECENT UPTICK IN HOMELESSNESS, WE ARE SEEING A NEGATIVE IMPACT ON RENTALS AT OUR GALVESTON ISLAND LYCEUM. IN THE LAST THREE MONTHS, SINCE THERE ARE SO MANY PEOPLE SLEEPING ON THE SIDEWALK OK AND HANGING OUT 24 HOURS A DAY AT OUR DAILY BREAD, WHICH IS A MINISTRY ACROSS THE STREET FROM US.

NO ONE HAS RENTED, AND WHEN WE FOLLOW UP WITH THESE PROSPECTIVE SUITORS, THEY SAY THERE'S TOO MANY HOMELESS.

WE DIDN'T FEEL SAFE.

SO IT IS AFFECTING OUR BOTTOM LINE DRAMATICALLY.

THERE ARE SOLUTIONS AVAILABLE.

IT'S FIRST LUTHERAN CHURCH HAS BEEN A MEMBER OF THIS COMMUNITY SINCE 1850 PRE-CIVIL WAR.

WE HAVE SERVED THIS COMMUNITY STEADFASTLY FOR ALL OF THAT TIME, AND WE LOOK FORWARD TO CONTINUING TO DO THAT IN THE FUTURE.

NO WAY IN, NO WAY OUT.

OUR STREET WILL BE DUG OUT HALFWAY ACROSS THE NORTH SIDE TO MOVE GAS, WATER, ELECTRICITY AND INSTALL LARGE PIPES.

NO PLANS HAVE BEEN MADE FOR HOW WE GET TO OR LEAVE OUR HOMES.

NOT TO MENTION THE NOISE AND THE DIRT FROM THE LARGE MACHINERY THAT WILL BE THERE.

AMBULANCE AND FIRE TRUCKS WILL NOT BE ABLE TO GAIN ACCESS EASILY.

WE WILL NOT HAVE NEWSPAPER MAIL, GARBAGE PICKUP OR ANY OTHER DELIVERIES TO OUR HOME.

THIS IS A HEALTH AND SAFETY ISSUE THAT SHOULD HAVE BEEN PLANNED FOR AT ANY LOCATION BEFORE SPENDING MILLIONS OF DOLLARS ON ENGINEERING PLANS.

A FULL ENVIRONMENTAL IMPACT STUDY HAS NOT BEEN DONE TO KNOW HOW THIS AFFECTS THE WILDLIFE IN OUR NEIGHBORHOOD OR THE PEOPLE IN OUR NEIGHBORHOOD OR OUR BAYOU. THE PUMP STATION, IF BUILT, WHICH I HAVE BEEN TOLD WILL BE LARGER THAN OUR HOUSE AND TAKE UP TWO RESIDENTIAL LOTS, WILL TRASH THE VALUE OF OUR PROPERTY AND THAT OF OUR NEIGHBORS.

SO WE ASSESSED ALL OF OUR COMMERCIAL SERVICES, INCLUDING OUR TRANSFER STATION CONTRACT, AND WE CAME UP WITH AN INTERNAL AND EXTERNAL ASSESSMENT OF OUR COMMERCIAL CUSTOMERS, INCLUDING THE DOWNTOWN CORE, AND WE DETERMINED THAT BUSINESS UNIT WAS JUST NOT PERFORMING AND IT WAS COSTING THE RESIDENTS REALLY AN INEQUITABLE PORTION OF THE GARBAGE DEPARTMENT'S OR THE SOLID WASTE SYSTEM'S FINANCES.

SO THAT'S WHAT WE PUT TOGETHER.

AGAIN, WE DID INTERNAL AND EXTERNAL ASSESSMENT.

WE'RE THERE WITH THE MARKET RATES.

THE COMMERCIAL IS EXPENSIVE.

IT'S EXPENSIVE TO OPERATE.

THEY AVERAGE THREE CARTS PER ESTABLISHMENT, AND YOU KNOW, WE THINK THAT'S A UNIVERSAL RATE THAT WORKS.

WE DO IT WITH RESIDENTIAL.

SO RESIDENTIAL YOU'LL HAVE MAYBE A SINGLE PERSON LIVING IN A HOUSE AND THEY'VE GOT 20 POUNDS OF TRASH AND YOU'VE GOT A FAMILY OF FOUR WITH 200, BUT WE DON'T DEVIATE FROM THAT.

IT'S ALL THE SAME PRICE SO WE APPROACH THAT WITH THE COMMERCIAL AS WELL.

IF YOU GET ONE CAN OR IF YOU GET FOUR CANS, YOU PAY THE 129 RATE? WE DID THAT, COUNCIL MEMBER, ON AVERAGE.

SO WE LOOKED AT THE TOTAL NUMBER OF CARDS THAT ARE DEPLOYED ACROSS THE COMMERCIAL SERVICE AND THEY'RE AVERAGING OVER THREE PER.

SO WE FOUND THAT DELTA AND THE REASON WE DID FOUR CARTS IS ANYTHING BEYOND THAT IS A TWO YARD CUBIC SERVICE TO TWO CUBIC YARD SERVICE THAT CAN BE PROVIDED BY THE PRIVATE SECTOR SIMPLY BY FOUR DIFFERENT PRIVATE SECTOR PROVIDERS.

THAT'S WHERE WE FOUND THAT DELTA.

ANYTHING MORE THAN FOUR IS TWO CUBIC YARDS.

YEAH, THAT'S RIGHT.

ON THE RESIDENTIAL SIDE, IT MIGHT SAY IT HERE IN THE ORDINANCE, BUT ON THE RESIDENTIAL SIDE, IS THERE A CHARGE PER CAN OR IS IT JUST A FLAT? IT'S A FLAT RATE AND THEN IT'S AN EXTRA $5 FOR EACH ADDITIONAL CAN FLAT RATE PLUS FIVE BUCKS PER CAN.
