SO THE APPLICANT IS REQUESTING APPROVAL TO REPLACE EXISTING WOOD FRONT STAIRS WITH BRICK. PROPOSED MODIFICATIONS WILL USE RECLAIMED BRICK THAT CLOSELY MATCHES EXISTING BRICK PAVERS LEADING TO THE HOUSE FROM THE AVENUE RIGHT OF WAY. THE DRAWINGS PROVIDED BY THE APPLICANT INDICATES THE FOLLOWING SCOPE OF WORK MATERIALS, WHICH WOULD BE TO REBUILD THE WOOD FRONT STAIRS WITH SALVAGED BRICK AS SHOWN IN THE STAFF REPORT. PLEASE NOTE THE DESIGN STANDARDS FOR HISTORIC PROPERTIES. STAFF HAS CONCERNS ABOUT THE PROPOSED MODIFICATIONS, THE HISTORIC SITES, INVENTORY NOTES OF THE HOUSE'S GREEK REVIVAL STYLE OF WOOD FRAME CONSTRUCTION AND WOOD SIDING. BRICK DOES NOT APPEAR TO EXIST ON THE VISIBLE FACADE OF THE HOUSE AND LIKELY WOULD NOT HAVE BEEN PRESENT ORIGINALLY. HISTORIC PHOTOS OF THE HOUSE DO NOT SHOW ANY OBVIOUS BRICK ON THE FACADE, BUT THEY ARE A LITTLE BIT INDISTINCT. WHILE THE PRESENCE OF BRICK STAIRS ON AN OTHERWISE WOOD FRAME, WOOD CLAD BUILDING IS NOT [INAUDIBLE] THE HISTORICAL DISTRICT. AND WHILE THERE ARE SOME OTHER EXAMPLES IN THE AREA, THE DESIGN STANDARDS NOTE THAT BUILDING MATERIALS SHOULD BE COMPATIBLE WITH THE SURROUNDING CONTEXT. STAIRS ARE NOT SPECIFICALLY INCLUDED. HOWEVER, THE EXAMPLES GIVEN THE DESIGN STANDARDS SUGGEST THE INTENT APPLIES TO MAINTAIN HARMONY WITH ALL BUILDING MATERIALS AND EXTERIOR FEATURES. DUE TO NONCONFORMITY WITH THE DESIGN STANDARDS STAFF RECOMMENDS NOW THE REQUEST WITH THE FOLLOWING CONDITIONS IN ACCORDANCE WITH SECTION 10.110 OF THE LAND DEVELOPMENT REGULATIONS, SAYS THE APPLICANT BE AGGRIEVED BY THE DECISION OF THE LANDMARK COMMISSION, A LETTER REQUESTING AN APPEAL MAY BE SUBMITTED TO THE HISTORIC PRESERVATION OFFICE WITHIN 20 DAYS OF THE COMMISSION'S DECISION. ADDITIONALLY, THE ZONING BOARD OF ADJUSTMENT APPLICATION MUST BE SUBMITTED BY THE NEXT RESPECTIVE DEADLINE DATE ACCORDINGLY, HOWEVER, SHOULD THE LANDMARK COMMISSION DETERMINE THAT THE PROPOSED MODIFICATIONS DO CONFORM TO THE DESIGN STANDARDS, A SPECIFIC CONDITION MAY APPLY.
