GALVESTON IS RENOWNED FOR ITS DEDICATION TO PRESERVATION AND RESTORATION OF ITS HISTORIC BUILDINGS, AND WE MUST EMBRACE THIS LEGACY.
MOREOVER, IF WE TRULY ASPIRE TO BE A GREEN CITY, THEN IT'S ESSENTIAL TO RECOGNIZE THAT REPAIRS AND RENOVATIONS CAN SIGNIFICANTLY REDUCE OUR CARBON FOOTPRINT COMPARED TO TOTAL DEMOLITION.
BY OPTING FOR RESTORATION, WE DEMONSTRATE OUR COMMITMENT TO ENVIRONMENTAL RESPONSIBILITY.

IMAGINE HAVING AN UPDATED FACILITY FOR LESS THAN HALF THE COST OF CONSTRUCTING A NEW ONE, WHILE ALSO REDUCING OUR ENVIRONMENTAL IMPACT AND MINIMIZING DISRUPTION TO OUR LIFEGUARDS.
WOULDN'T THE CITIZENS OF GALVESTON APPRECIATE THAT RESPONSIBLE STEWARDSHIP OF OUR RESOURCES? I URGE YOU TO AMEND YOUR RESOLUTION, DIRECTING THE CITY MANAGER TO EXPLORE THE OPTION OF RESTORING AND RENOVATING THE PAVILION AS AN ALTERNATIVE SOLUTION.

SUNNY BEACH COULD BE OVERRUN BY CARS AND PEDESTRIAN TRAFFIC.
THESE BEACH GOERS WILL JUST LIKE FLOODWATERS, FLOW THROUGH PRIVATE YARDS AND OVER DUNES, NOT STICKING TO STREETS OR PRESCRIBED ROUTES.
I THINK THAT RESPONSIBLE DEVELOPMENT IS KEY ON THE ISLAND, AND I BELIEVE THAT THAT OBJECTIVE IS READILY ATTAINABLE, IF WE JUST TRY A LITTLE BIT HARDER AND A LITTLE MORE TRANSPARENT FROM THE BEGINNING OF A PROJECT IN WORKING WITH CITIZENS AND DEVELOPERS TOGETHER.

THERE ARE OVER 300 LIFEGUARDS, JUNIOR GUARDS, WAIT WATCHERS, AND SURVIVOR SUPPORT NETWORK PEOPLE, AND THEY SHOULD NOT HAVE TO RUN ACROSS SEAWALL BOULEVARD FROM THE BEACH TO THE HEADQUARTERS IF THE DECISION IS TO MOVE IT TO THE NORTH SIDE OF SEAWALL BOULEVARD.
I HAVE FOUR CHILDREN AND I'VE HAD FOUR CHILDREN IN THE JUNIOR LIFEGUARD PROGRAM, AND I STILL HAVE ANOTHER ONE TO GO.
THAT BUILDING HAS REALLY BEEN FALLING APART FOR YEARS AND IT'S TIME TO DEFINITELY DO SOMETHING ABOUT IT, DEMOLISH IT OR BUILD A NEW ONE, WHATEVER, AS LONG AS THE CHILDREN ARE SAFE AND NOT HAVING TO CROSS THE SEAWALL.
ALSO, I WORRY BECAUSE THERE ARE LIGHTNING STORMS THAT COME UP QUICK ON THE COAST AND THERE SHOULD BE SHELTER ON THE BEACH FOR THE GUARDS AND THE JUNIOR GUARDS AND THEIR SUPPORT STAFF.
I WAS WONDERING WHAT OTHER CITIES IN THE SAME SITUATION DO WHEN SOMETHING LIKE THIS COMES UP.
SO I DID SOME RESEARCH AND I SPOKE WITH PEDRO GARCIA, THE OCEAN RESCUE LIEUTENANT FOR SOUTH PADRE.
THEY HAD THEIR BUILDING OFF THE BEACH WITH THE FIRE DEPARTMENT AND HE REPORTS IT IS DIFFICULT BEING OFF THE BEACH, ESPECIALLY WHEN THEIR EQUIPMENT NEEDS TO BE MOVED AROUND FOR RESCUES.
HE SAID CRITICAL MINUTES SAVE LIVES.
HE TOLD ME, TELL YOUR CITY COUNCIL, CRITICAL MINUTE SAVE LIVES.
SO IT'S REALLY IMPORTANT TO HAVE YOUR BUILDING ON THE BEACH.
THAT'S THE BEACH PATROL JOB IS TO KEEP EVERYONE SAFE.
SO WHAT IS THE SOLUTION TO THIS PROBLEM? OF COURSE, BUILD SOMETHING ON THE BEACH.
I KNOW THAT THERE MAY BE PLANS TO HAVE IT IN TWO DIFFERENT PLACES, SO I THINK THAT WILL WORK AS WELL.

THAT EXPERIENCE MADE ME AWARE THAT THE GLO RECOGNIZES WHAT THEY CALL THE USUAL AND CUSTOMARY USE OF A BEACH SITE.
NOT NECESSARILY THE MINIMUM REQUIREMENTS FOR OFF-SITE PARKING.
THIS NUMBER MIGHT BE GREATER THAN THE MINIMUM REQUIREMENT OF ONE PARKING SPOT PER 15 FEET OF LINEAR BEACH PROHIBITED FROM VEHICLES FOR VEHICULAR USE.

IN 2022, A SAMPLE DONE BY VISIT GALVESTON, OVER 43,000 PEOPLE VISITED SUNNY BEACH AREA AND THAT DIDN'T INCLUDE THE LOCALS LIKE ME.

WEEKENDS AND ALL BUT THE DEAD OF WINTER ARE HEAVILY USED WITH OVER 200 CARS ON THAT BEACH.

MOST ARE FAMILIES LIKE THIS ONE, BUT THERE ARE SOME MISCHIEF MAKERS OUT THERE ALSO, WHICH IS WHY I'M AFRAID THE PLANS HERE ARE INADEQUATE, NOT BECAUSE OF THE MISCHIEF MAKERS, BUT BECAUSE OF THE NUMBERS OF PEOPLE THAT USE THAT BEACH.
THE PLANS ARE INADEQUATE TO PROVIDE ACCESS BASED ON HISTORICAL USE.

WE UNDERSTAND THAT THIS IS A NECESSITY IN ORDER TO ENSURE THE SAFETY AND ENJOYMENT OF VISITORS AND THE STAFF WORKING AT THE PARK.
WITH AN INCREASED MAINTENANCE COST OF APPROXIMATELY $200,000 A YEAR SINCE 2014 TO KEEP THIS BUILDING UPRIGHT, WE'RE ABSOLUTELY EXCITED ABOUT THE OPPORTUNITY TO PURSUE A MORE COST-EFFECTIVE, SUSTAINABLE, AND SAFE SOLUTION, ESPECIALLY FOR BEACH PATROL OPERATIONS THAT ARE CURRENTLY RESIDE IN THE STRUCTURE.
WE WANT TO ASSURE CITY COUNCIL THAT WE WILL FIND A TEMPORARY SPACE FOR GALVESTON BEACH PATROL AS DIRECTED BY THE RESOLUTION.
WE ARE READY AND WILLING TO TAKE ON THIS TASK TO RELOCATE BEACH PATROL OPERATIONS BY OCTOBER AND THE PARK BOARD IS MORE THAN READY TO MOVE FORWARD WITH THIS PROJECT AND TAKE IT OFF THE PLATE OF THE CITY MANAGER.
OUR TEAM AS WELL ACUITY TO ENSURE THAT THE BEACH PATROL IS ACCOMMODATED IN A TIMELY AND EFFECTIVE MANNER.
WITH THE DEMOLITION OF THE CURRENT PAVILION, WE SEE THIS AS AN OPPORTUNITY TO PURSUE A COLLABORATIVE RELATIONSHIP WITH CITY COUNCIL TO CREATE A MORE PERMANENT SOLUTION ON THE SAND FOR BEACH PATROL.
BEACH PATROL HAS BEEN ALLOCATING THEIR HOTEL OCCUPANCY TAX FUNDING FOR THE PAST DECADE TO THE TUNE OF $9 MILLION AND WE ARE READY TO LEVERAGE THOSE FUNDS TO CREATE A PERMANENT FACILITY FOR THIS WORLD-CLASS ORGANIZATION.
WE LOOK FORWARD TO LEVERAGING OUR YEARS OF EXPERIENCE TO HELP COUNCIL DEVELOP PERMANENT ATTRACTIONS AND AMENITIES AT STEWART BEACH.
PER THE INNER LOCAL AGREEMENTS WITH THE CITY, THE PARK BOARD CANNOT MAKE ANY MAJOR INVESTMENTS, DEMOLITIONS, OR CAPITAL IMPROVEMENTS WITHOUT A VOTE OF CITY COUNCIL.
AFTER TWO SEPARATE ROUNDS OF OUR RFQS, ONE FOR THE PUBLIC-PRIVATE PARTNERSHIP AND ONE FOR THE MASTER DEVELOPER, COUNCIL HAS STILL NOT PROVIDED DIRECTION THROUGH A VOTE TO THE PARK BOARD OF TRUSTEES.
ALL WE NEED IS A CLEAR DIRECTION AND A VOTE FROM COUNCIL AND THE PARK BOARD IS REQUIRED AND OF COURSE WILLING TO IMPLEMENT THE WILL OF COUNCIL.
THIS IS A COMPLEX PROJECT THAT WILL REQUIRE CAREFUL PLANNING AND COORDINATION BETWEEN THE PARK BOARD AND THE CITY AND WE'RE CONFIDENT THAT WORKING TOGETHER WE CAN BE SUCCESSFUL.

THERE ARE MANY OTHER ISSUES THAT ARE EYESORES THAT ARE NOT ADDRESSED BY THE CITIES, SUCH AS THE OVERWHELMING AMOUNT OF LITTER BLOWING INTO ALLEYS BEHIND RESIDENTS HOMES ON BROADWAY, WHERE I PICK UP ABOUT 500 PIECES OF TRASH EVERY FEW WEEKS BEHIND OUR FENCE.

THE DAYS WE WERE ON THE BEACH THE WHOLE DAY AND RUNNING SO WE HAD TO GO STRAIGHT TO THE PAVILION OR ELSE WE PROBABLY WOULD HAVE GOTTEN STRUCK BY LIGHTNING IT WAS ALL AROUND US.
ALSO CROSSING THE SEAWALL IS DANGEROUS BECAUSE I THINK WE CROSSED THE STREET MAYBE ONCE LAST YEAR FROM THE FIELD HOUSE TO STEWART BEACH PAVILION AND THAT WAS HECTIC BECAUSE EVEN THOUGH WE ONLY HAD A COUPLE OF BAGS IN A WATER BOTTLE OR MAYBE EVEN ONE BAG.
WE WERE DROPPING STUFF AND KIDS WERE LIKE BEGGING TO GO ON THE BUS AND IT WAS JUST TOO MUCH.
I THINK CROSSING THE STREET MULTIPLE TIMES TO GET TO THE OTHER SHELTER WOULD BE ONE DANGEROUS TO JUST LIKE A LOT OF WORK AND IT WOULD TAKE TIME OUT OF OUR JUNIOR GUARDS AND SWIMMING, WHICH HELPS US KNOW HOW TO SWIM AND ESCAPE RIP CURRENTS AND STUFF SO YES. THANK YOU FOR YOUR TIME.

BECAUSE PART OF THIS COMMITMENT OF GETTING ALL THE VEHICLES OFF THE BEACH IS THE CITY HAS ALREADY MADE IMPROVEMENTS.
THE POCKET PARK 1 AND 2, BUT POCKET PARK 3 IS ABOUT TO GO UNDER ENHANCEMENT.
IT WAS HELD UP BY THE FACT THAT THAT'S WHERE TECH STOCK WAS LOCATED WHEN THE CONSTRUCTION THAT'S STILL KEEPS ME UP AT 9:00-3:00 TO ABOUT 5:00 BY TEXT DOT SO WE WILL HAVE ENHANCED PARKING THERE AS WELL.
I THINK THAT IS SOMETHING THAT SHOULD BE INCLUDED ON THE SIGNAGE, IS THAT ADDITIONAL PARKING IS AVAILABLE AT POCKET PARK 2, POCKET PARK 3, WHO ALSO WILL HAVE THESE TWO.
I THINK THE PLAN IS FOR THREE AS WELL, WHERE THEY HAVE FACILITIES SO PEOPLE CAN USE SOMEWHERE OTHER THAN THE DUNES OR THEIR GOLF AND SO THE RESIDENTS IN THAT AREA ARE IN FAVOR OF IT.

MY CONCERN IS THIS, WE HAVE TALKED ABOUT THIS, WE'VE HAD TASKFORCE, WE'VE HAD PART BOARD INPUT, WE'VE HAD COUNCIL INPUT OCCASIONALLY ON THIS, AND WE'RE STILL JUST ROLLING AROUND TRYING TO FIGURE OUT HOW TO DO THAT.
TO ME, I TRUST BRIAN WILL WORK WITH THOSE ENTITIES THAT HE NEEDS TO WORK WITH TO GET INPUT FROM THEM TO WORK WITH THE PARK BOARD IN ANY WAY WHATSOEVER.
I THINK BRIAN, HE'S A CAN DO IT.
HE SAID THIS MORNING THAT THIS IS NOT SOMETHING HE'LL BRING BACKUP PLAN AND THIS IS IT.
