THIS IS A REPLAY AT 2453 103RD STREET.

AND THIS IS A REQUEST FOR REPLAT FROM ONE LOT INTO TWO.

THERE WERE 22 WITNESSES SENT PRIOR TO SEPTEMBER 2019.

THE SUBJECT PARCEL SHOWN WAS PART OF A LARGE STRETCH OF LAND BETWEEN SCHAEFER ROAD AND WARREN ROAD.

THAT PARCEL WAS REPLAYED INDIVIDUAL LOTS IN THEIR CASE 19P050, INCLUDING THE SUBJECT PARCELS, CURRENT CONFIGURATION, WHICH YOU CAN SEE THERE ON THE SCREEN.

NOW THE APPLICANT'S REQUEST IN REPLY TO INCREASE THE NUMBER OF LOSS FROM 1 TO 2 LOTS ARE CURRENTLY UNDEVELOPED.

AND OF COURSE THE LOCAL GOVERNMENT CODE REQUIRES A PUBLIC HEARING FOR REPLIES.

INCREASING DENSITY IN SINGLE FAMILY ZONING.

PLEASE NOTE IN YOUR STAFF REPORT THE ADJACENT ZONING AND LAND USES GENERALLY SPEAKING, THE AREA ZONED FOR SINGLE FAMILY DETACHED RESIDENCES.

ALTHOUGH TO THE SOUTH ACROSS SCHAEFER ROAD, SOME TOWNHOMES DO EXIST.

IT'S OUR TWO ZONING SUBJECT PARCELS UNDEVELOPED AS A PARCEL TO THE EAST AND WEST.

A NEW SINGLE FAMILY DETACHED CONSTRUCTION IS OCCURRING TO THE NORTH.

LOTS WILL HAVE ACCESS TO EXISTING NEW SANITARY SEWER LINE LOCATED ON THIRD STREET, RIGHT OF WAY PUBLIC WORKS NOTES OR.

SHAPIRO PUBLIC NOTES.

PUBLIC WORKS NOTES SAY TEN FOOT UTILITY EASEMENT IS REQUIRED FOR LOT ONE TO ACCESS WATER LINES ON 103RD STREET AS THE WATER LINES LONG SHAPE OR ARE UNSUITABLE FOR NEW TAPS.

THE R ONE ZONING DISTRICT REQUIREMENTS IN THIS AREA, A MINIMUM 50 FOOT WIDE OF 100 FOOT LONG AND A MINIMUM OF 5000 SQUARE FOOT.

THE REPLAT PARTIALLY EXCEEDS MINIMUM ZONING WITHIN AREA STANDARDS FOR R-1 ZONING ADDENDUM.

ONE OF THE PROPOSED LOSSES IS NOT, HOWEVER, THE APPLICANT HAS OBTAINED A VARIANCE ON LOT LENGTH FROM THE ZONING BOARD OF ADJUSTMENT OR CASE 22Z-009.

THEREFORE, PLANNING COMMISSION WILL TAKE NO ACTION ON THIS PLAN.

IT WILL BE A PUBLIC HEARING ONLY.

PLEASE NOTE THE PLAT APPROVAL CRITERIA AND THE STAFF REPORT THE PLAT WILL BE APPROVED WITH SPECIFIC CONDITIONS.

ONE STANDARD CONDITIONS TWO THROUGH THREE AND WE HAVE SOME PHOTOS SO WE HAVE THE SUBJECT PROPERTY THERE IN THE PHOTO AND AN AERIAL VIEW.

I'M SORRY, ON THIS HEAR, 130 FEET NOT BUILDABLE ON THAT LOT 1 FOR AN ABSORPTION EASEMENT.

WHAT IS THAT? I BELIEVE IT HAS SOMETHING TO DO WITH WITH DRAINING.

THERE IS AN EXISTING SWALE THAT HOLDS WATER AT LEAST PARTIALLY ALONG THAT ENTIRE LENGTH THAT GOES IT GOES FAR TO THE NORTH ACROSS THOSE LOTS.

SO I BELIEVE IN ABSORPTION.

EASEMENT IS BASICALLY A, FOR ALL INTENTS AND PURPOSES, A DRAINAGE EASEMENT.

AND WHO DICTATES THAT IS NOT BUILDABLE? IT'S PRETTY MUCH, I THINK, BASED ON PRACTICAL PURPOSES.

AND OF COURSE, IF IT'S DECLARED WETLAND, THE CORPS OF ENGINEERS WOULD DETERMINE THAT AND MAKE A DETERMINATION.

ALSO, WHEN SURVEYORS PRODUCE THESE DOCUMENTS, THEY TYPICALLY DO RESEARCH TO FIND OUT EXACTLY WHAT THOSE ARE AND NOTE THEM ACCORDINGLY ON THE PLATS.
