ONLY AGENCY OUT FOR THAT AND THE SUPPORT WAS AMAZING. IT WAS ONE OF THE MAIN REASONS I WAS ABLE TO MAKE IT THROUGH THAT JOURNEY. I WAS DIAGNOSED AGAIN IN 2021 ALONG WITH MY MOTHER. SO WE NAVIGATE IN THIS JOURNEY TOGETHER BY THE GRACE OF GOD, WE ARE BOTH CANCER-FREE AND JUST GOING THROUGH A RECONSTRUCTION. SECOND, IN 2014, BRIAN MAXWELL IS THE CITY MANAGER. NOW, BRIAN MAXWELL IS STILL THE CITY MANAGER. THERE'S SOME UNDERLYING PEOPLE WHO STAYED AT THAT SAME POSITION AND WE'RE HAVING THESE CONTINUOUS PROBLEMS. THE CONTINUOUS PROBLEMS ARE, LIKE I SAID, THEY'RE CONTINUOUS. THIS WOULD SATISFY HIS CITY FUNDS BELONG IN THE CITY DEPOSITORY STATEMENT. IT BEGS THE QUESTION, IS THE PARK BOARD PART OF THE CITY OR NOT? THERE IS NO AGREEMENT IN EFFECT THAT GOVERNS THE DELIVERY OF FUNDS TO THE PARK BOARD FROM THE CITY. I ABSOLUTELY AGREE WITH BOTH THESE STATEMENTS. IN THIS MORNING'S GALVESTON COUNTY DAILY NEWS COUNCIL MEMBER COLLINS STATED, I'M GOING TO VOTE WITH THE LAW. I BELIEVE EVERYONE AGREES THAT THE CURRENT LAW GIVES US OPTIONS, AND I PROPOSE WE TAKE THE LEAST DISRUPTIVE AND BUREAUCRATIC OPTION AND CHOOSE THE SIMPLEST PATH. THERE WAS NO EXPLANATION GIVEN. I LATER LEARNED THAT HE WAS INVOLVED IN A LAWSUIT BROUGHT BY THE PARK BOARD CONCERNING THE BEACH RENTALS. JASON DOES NOT LIKE TO QUARREL, BUT HE TOLD ME THAT HIS LAWSUIT HAD BEEN DROPPED. I DID NOT KNOW IF HE HAS BEEN REINSTATED BECAUSE AT THE OCTOBER MEETING, [01:50:03] OUR MEETINGS WERE CUT TO EVERY OTHER MONTH, SO I WILL NOT KNOW UNTIL DECEMBER. YESTERDAY, I WATCHED THE PARK FOR EXECUTIVE SESSION AND SAW THAT HE HAD BEEN REINSTATED AGAIN WITH NO DISCUSSION. THEN I FOUND OUT THERE IS A TRIUMVIRATE OF EXECUTIVES THAT CAN DECIDE TO SPEND MONEY FOR LEGAL CONSULTANTS AND OTHER PROJECTS. NOW, THE PARK BOARD ISN'T ANOTHER DISPUTE WITH THE CITY AND HAS APPARENTLY HIRED A LAW FIRM TO SUPPORT THEIR CLAIM THAT THEY'RE ENTITLED TO INDEPENDENT ACTION REGARDING THEIR BUDGET. LAST YEAR, THEY ABANDONED PLANS FOR A NEW PAVILION AFTER SPENDING DESIGN AND ENGINEERING, AND FIXING THE DRAINAGE. I DON'T KNOW HOW MUCH MONEY THEY'VE SPENT FOR PLANS AND LAWYERS, BUT I THINK SOME ACCOUNTABILITY IS IN ORDER. I WOULD URGE THE HOSPITAL TO CONSIDER, REORGANIZE THE PARK BOARD AND GET CONTROL OVER WHAT IS ARGUABLY A HONEYPOT OF HOT FUNDS. I SAW THE PARK BOARD HAD A LETTER FROM A LAW FIRM THE OTHER DAY. I WAS DELIGHTED WHEN THEY CONCEDED THAT THE PARK BOARD IS A COLLECTION AGENT FOR THE CITY OF GALVESTON. THE LAWS OF AGENCY IMPOSED DUTIES UPON THEM. DUTY OF LOYALTY AND OBEDIENCE. THIS IS TO HAVE THE FUNDS COLLECTED BY THE PARK BOARD DEPOSITED INTO THE CITY DEPOSITORY. I THINK THE PARK BOARD HAD COLLECTED THE HOT TAX BEAUTIFULLY AND THEY'VE ALLOCATED OUT TO THE CITY RESPONSIBLY THROUGHOUT THIS. SAYING THAT I WANT TO BE RESPECTFUL OF THE PARK BOARD. THE PARK BOARD WORKS VERY HARD, VERY DILIGENTLY TO DO THE RIGHT THING HERE. IT MAY NOT BE MEETING THE TOTAL APPROVAL OF COUNSEL AT TIMES, BUT I THINK THE PARK BOARD DOES A VERY GOOD JOB ON THAT. I PERSONALLY FEEL THAT THIS MONEY SHOULD BE IN THE CITY'S COFFERS. I THINK IT SHOULD BE DEPOSITED WITH THE CITY.
