DOUG CAME ON I THINK THE LAST APPOINTMENT BEFORE ME, AND SO I WATCHED FOR FIVE YEARS, AND HE HAS SUCH A STOUT RESUME WITH HISTORIC PRESERVATION, WITH THE HISTORY OF THE STRAND WITH HIS WORK IN HIS PROFESSION.

HE IS VERY WELL KNOWN FOR HISTORIC IRON STOREFRONTS AND IRON STRUCTURES.

HE'S CONSIDERED AN EXPERT IN THE FIELD AMONGST MANY IN THIS COUNTRY.

SO THAT'S PRETTY INTIMIDATING, BUT THE THINGS THAT I OBSERVED ABOUT DOUG IS THAT HE WAS EXTREMELY PASSIONATE ABOUT THE WORK THAT HE DID AND IT CAME THROUGH, BUT THE THINGS THAT I LEARNED FROM DOUG WAS YOU TAUGHT ME TO BE MUCH MORE PROACTIVE ABOUT BEING, YOU KNOW, ON THE COMMISSION, PROACTIVE IN KNOW YOUR STUFF, STUDY WHAT YOU'RE GOING TO TALK ABOUT.

IF YOU'RE GOING TO ARGUE ABOUT IT, KNOW WHAT YOU'RE ARGUING ABOUT IT, PRESENT YOUR DATA THAT GOES WITH IT SO THAT YOU'VE GOT SOMETHING TO STAND BEHIND.

BECAUSE CERTAINLY IF I WERE GOING TO DEBATE SOMEBODY LIKE DOUG, HE WOULD HAVE HIS SO AND I OFTEN THINK THAT WHEN WE DO HAVE CERTAIN CASES OF WHICH THERE IS A CONFLICT OF OPINIONS, THE BEST OUTCOME IS A VIGOROUS DEBATE, BECAUSE THEN YOU HAVE TO CONVINCE YOUR FELLOW COMMISSIONERS AND IT'S REALLY THEM THAT MAKE THAT DECISION, BUT THE OTHER THING THAT I OBSERVED ABOUT DOUG IS COMPASSION, BECAUSE SOMETIMES WE HAVE PEOPLE THAT COME BEFORE US AND THEY DIDN'T KNOW THEY WERE IN A HISTORIC DISTRICT AND THEY MADE ALTERATIONS TO THEIR PROPERTY.

THERE'S A LITTLE OLD LADY AND SHE DID IT IN THE COURSE OF TRYING TO MAKE HER HOUSE HANDICAPPED COMPATIBLE FOR HER SON, I BELIEVE IT WAS.

AND SO SHE WAS RED TAGGED AND CALLED IN, AND, YOU KNOW, FOLLOWING THE DESIGN GUIDELINES SHOULD HAVE BEEN DEMANDED TO RETURN THE HOUSE BACK TO HISTORIC STRUCTURE. DOUG ARGUED THAT CASE.

HE ARGUED IT PASSIONATELY.

WHEN I CAME IN, [INAUDIBLE] YOU NEED TO TAKE THAT BACK AND PUT IT OUT BACK, BUT IT WAS WATCHING DOUG'S PASSION THAT I REALIZED THAT WE'RE NOT JUST HERE TO ENFORCE THE RULES.

WE'RE HERE TO APPLY THEM TO THEIR BEST PURPOSE, AND THAT'S WHAT DOUG BROUGHT TO THE TABLE FOR ME ANYWAY, AND I WOULD SAY OF ALL OF HIS WORK DOWNTOWN, I THINK IT'S SAFE TO SAY, DOUG, THAT YOU ARE AN AMBASSADOR OF THE STRAND FOR ALL THE WORK THAT YOU DID.

I ALSO WANTED TO TAKE JUST A BRIEF MINUTE TO ACKNOWLEDGE SOMETHING THAT WE DON'T OFTEN ACKNOWLEDGE ENOUGH, AND THAT IS IN DOING SOME RESEARCH AND UNDERSTANDING THE NATIONAL HISTORIC DISTRICTS, GO BACK TO 1970, WHEN THEY WERE FIRST RECOGNIZED, 74, WHEN THEY GOT THEIR FIRST DESIGNATIONS.

SO WE'RE LOOKING AT SOMEWHERE BETWEEN 46 AND 48 YEARS OF PRESERVATION THAT GOES ON, AND THERE'S OFTENTIMES.

NOT OFTEN--THAT'S MISREPRESENTING.

AGAIN, I DON'T REHEARSE ANY OF THIS.

THERE HAVE BEEN TIMES WHERE WE HAVE POWER STRUGGLES BETWEEN THE LANDMARK COMMISSION AND THE CITY OF GALVESTON OVER THIS, OVER THAT, BUT THE REALITY IS THAT EVERYTHING THAT HAS BEEN DONE IN THESE HISTORIC DISTRICTS, EVERYTHING THAT WE WANT TO DO, EVERYTHING THAT WE'RE THINKING ABOUT DOING, IS NOT POSSIBLE WITHOUT THE SUPPORT OF THE CITY OF GALVESTON THAT THEY BRING TO THIS COMMISSION, BECAUSE WITHOUT THEM, WE ARE NOTHING.

THE CURRENT OWNER WISHES TO RESTORE THE BUILDING TO A SINGLE FAMILY RESIDENCE, WHICH INCLUDES MOVING THE DOOR AND WINDOW OPENINGS TO MORE CLOSELY MATCH THE PRESUMED ORIGINAL CONFIGURATION. THE APPLICANT ALSO WANTS TO REPLACE THE EXISTING FRONT FACADE ALUMINUM WINDOWS WITH SALVAGE REPLACEMENT WINDOWS, WHICH MATCH THE HISTORIC WINDOWS ON THE SIDES AND THE REAR OF THE HOUSE.

THE REQUEST GENERALLY CONFORMS TO THE DESIGN STANDARDS.

EXISTING NON HISTORIC ALUMINUM FRAME WINDOWS ARE NOT ORIGINAL TO THE HOUSE.

THE HOUSE IS A LINEAR FLOOR PLAN WITH A SIDE HALL AND STAIRCASE.

THE WESTERNMOST OR LEFT HAND ENTRY FACING THE HOUSE IS BELIEVED TO BE THE ORIGINAL ENTRY DOOR.

BASED ON THE HISTORIC PATTERN SEEING SIMILAR HOUSES, THE FRONT DOORS TEND TO LINE UP WITH THE STAIRCASE AND HALLWAY.

THE DOOR TO THE RIGHT OF THAT WAS LIKELY ADDED FOR THE DOWNSTAIRS DWELLING UNIT WHEN IT WAS MADE INTO A DUPLEX, AS EVINCED BY THE GHOSTING SEE INSIDE AND OUTSIDE AND SHOWING THE STAFF REPORT. SO REMOVING THE EASTERN [INAUDIBLE] ENTRY DOOR AND REPLACING IT WITH A WINDOW WILL MOST LIKELY RESTORE THE FACADE TO A MORE ORIGINAL APPEARANCE.

NOW, THE APPLICANT ALSO PROPOSES TO REPLACE EXISTING WESTERNMOST ENTRY DOOR WITH A DIFFERENT STYLE OF DOOR AND TRANSOM ABOVE, AGAIN, THERE ARE NO HISTORIC PHOTOS PROVIDED OR FOUND, BUT TRANSITIONS ABOVE ENTRY DOORS WERE NOT UNCOMMON.

THE UPSTAIRS DOOR AND WINDOW CONFIGURATION WILL REMAIN UNCHANGED.

HOWEVER, ONCE AGAIN, THE APPLICANT PROPOSES TO REPLACE THE MORE CONTEMPORARY ALUMINUM WINDOWS WITH SALVAGED TWO OVER TWO WOOD WINDOWS TO MATCH THOSE ON THE HOUSE THAT ARE EXISTING ON THE SIDES AND TO REPLACE THE UPSTAIRS DOOR WITH A NEW DOOR AND TRANSOM ABOVE.

STAFF RECOMMENDS APPROVAL OF THE REQUEST WITH THE FOLLOWING CONDITIONS.

SPECIFIC CONDITION ONE THE EXTERIOR MODIFICATION SHALL CONFORM TO THE DESIGN MATERIALS AND PLACEMENT PRESENTED IN THE STAFF REPORT WITH THE FOLLOWING MODIFICATIONS.

THE HISTORIC PRESERVATION OFFICER SHALL REVIEW THE PROPOSED REPLACEMENT DOORS DURING PERMIT REVIEW PLUS STANDARD CONDITIONS TWO THROUGH FIVE, AND WE HAVE SOME PHOTOS.

SO HERE WE HAVE THE EXISTING HOUSE, THE WAY IT SITS NOW, AND YOU CAN SEE THAT THE DOOR THAT ALIGNS WITH THE STAIRCASE IS MOST LIKELY THE ORIGINAL FRONT DOOR, AND THEN THE DOOR DIRECTLY TO THE SIDE OF IT KIND OF BEHIND THAT POST WAS PROBABLY MOST LIKELY ADDED FOR THE DOWNSTAIRS DWELLING UNIT. SO HERE WE HAVE A PHOTO OF THE EXISTING SIDE WINDOWS THAT ARE TO REMAIN AND THE PROPOSED FRONT WINDOWS THAT THE APPLICANT WISHES TO MATCH THEM WITH THE EXISTING DOOR ON THE INTERIOR, THE DOWNSTAIRS DOOR.

STAFF HAS CONCERNS ABOUT THE PROPOSED LEVEL OF DETAIL, THOUGH A SIMPLE BASIC DESIGN FOR THE AWNINGS AND THEIR STRUCTURAL SUPPORTS WILL HELP DIFFERENTIATE DIFFERENTIATE FROM THE OLD. THE PROPOSED DESIGN HAS SOME DECORATIVE CORBELS AND OTHER LITTLE DETAILS WITH IT.

THE APPLICANT HAS NOTED THAT THE OPENING BEYOND IS A SHORT BUT FUNCTIONAL DOOR BEHIND THE WOODEN SHUTTERS, GIVEN THE DESIGN OF THE TOP RAIL IS VISUALLY, DISTINCTLY SEPARATE FROM THE ORIGINAL RAILING AND FAIRLY SIMPLE STAFF RECOMMENDS APPROVAL.
