AND MAY 2021 CRS CONDUCTED A CASE STUDY TO IDENTIFY THE IMPACT OF THE STRENGTHENING POLICE AND COMMUNITY PROGRAM AND WITH THE CITY OF ERIE, PENNSYLVANIA. AND WE FOUND THAT THE FINDINGS WERE, AS A RESULT OF THIS PROGRAM, IMPROVED TRUST BETWEEN COMMUNITY MEMBERS AND PARTNERS AND POLICE WAS DEVELOPED, DECREASED RACIAL TENSIONS IN THE COMMUNITY, AND IMPROVE RELATIONSHIPS BETWEEN COMMUNITY MEMBERS AND POLICE AND INCREASED COMMUNITY CAPACITY IN 20. IN NOVEMBER OF 2019, THE DEPARTMENT OF GALVESTON POLICE, THEY PARTICIPATED IN THIS PROGRAM. AND WE HAD AN OUTSTANDING IT WAS VERY OUTSTANDING. THERE WERE A TOTAL OF 99 PARTICIPANTS THERE THAT WERE NINE GROUPS CAUCASIAN, HISPANIC, AFRICAN AMERICAN, BUSINESS OWNERS, CLERGY, POLICE, YOUTH LEADERS, EAST SIDE, MIDTOWN, WEST SIDE. AND FROM THE DIALOG THEY CREATED A PARTNERSHIP, A COUNCIL, TO ADDRESS SOME OF THE ISSUES AND CONCERNS THAT WERE IDENTIFIED DURING THAT EIGHT HOUR DAY. IT WAS A LONG WORK DAY ON THE SATURDAY AND OF THOSE GROUPS WE HAD NINE MEMBERS. BUT BECAUSE OF THE COVID INTERRUPTION, THE COUNCIL WAS NEVER ABLE TO COMPLETE THE STUDY AND DO THE WORK THAT THEY DID. SO IT WAS THE DECISION OF THE POLICE CHIEF THAT THINGS HAD CHANGED IN THE TWO YEARS, AND THEY THOUGHT THAT IT WOULD BE A GREAT IDEA FOR US TO DO THIS PROGRAM AGAIN, SINCE IT WAS SO SUCCESSFUL. PHASE ONE OF BEACH RENOURISHMENT. RENOURISHMENT WAS FROM 10TH TO 61ST STREET BEACHES. PHASE TWO WAS 61ST TO 103RD, AND PHASE THREE THROUGH FIVE KEPT GOING WEST WITH SAND. THIS 1994 SURFACE LEAVE WITH MAJOR MODIFICATIONS WAS CHANGED TO BE BETWEEN THE PARK BOARD AND THE STATE IN 2016. SOMEHOW THE PARK BOARD GOT STUCK ON RENOURISHMENT 10 TO 60 FIRST STREETS AND DELAND AREA AREA OVER THE NEXT 22 YEARS, WHICH IS LITTERED WITH PRIVATE PROPERTY OWNERSHIP. BUT NOW SOMEHOW THE PARK BOARD WANTS EVERYONE TO BELIEVE RENOURISHMENT WEST OF 61ST IS IN DANGER FROM FUNDING BECAUSE OF PRIVATE OWNERSHIP. THE PARK BOARD WANTS TO STOP WEST END PROPERTY OWNERS THAT HAVE BEEN PAYING TAXES AND HAVE BEEN WAITING ON BEACH RENOURISHMENT FOR ABOUT 30 YEARS OF SALES TAX COLLECTIONS TO JUST ROLL OVER FOR PARK BOARD CONTROL AND LOSS OF THEIR PROPERTY RIGHTS. PRIVATE PROPERTY OWNERS ARE BEING SELECTIVELY SUED BY THE PARK BOARD WHO DOES NOT HAVE LEGAL AUTHORITY OR STANDING TO TAKE PROPERTY FOR THE STATE AND THEN CLAIM A LEASEHOLD. THE SURFACE LEASE FROM 61ST TO 103RD WAS SIGNED BETWEEN THE PARK BOARD AND STATE ON 128 2015 FOR 20 YEARS. THE CITY ORDINANCE REQUIRES THE PARK BOARD TO OBTAIN APPROVAL FROM THE CITY FOR LEASES OVER THREE YEARS. TODAY'S MEETING SOUNDED LIKE A PLAN TO CIRCUMVENT THE COURTS AND JUDGE PATRICIA GRADY'S DECISION TO DENY AN INJUNCTION AND TRO AGAINST PRIVATE PROPERTY OWNERS BY OBTAINING CITY COUNCIL APPROVAL TO OPERATE WEST OF 69 AND THEN BLOCK CONCESSIONAIRES FROM OBTAINING OPERATIONAL PERMITS UNTIL THE CASE IS RESOLVED IN THE COURTS. MAYOR BROWN BLAMED THIS ISSUE ON THE STATE AND I SAY TO EACH OF YOU THAT THIS PROBLEM WAS CREATED BY THE PARK BOARD WHO DOES NOT HAVE THE AUTHORITY BOUGHT ORDINANCE AND ZONING ISSUES TO SIGN THESE TYPES OF LEASES. THE 2015 SURFACE LEASE CLEARLY STATES THAT IT DOES NOT DELINEATE PROPERTY BOUNDARIES AND OFFERS NO GUARANTEES AS TO PROPERTY OWNERSHIP. ONE MUST ASK, WHEN THE PARK BOARD STARTED CONTROLLING EVERYONE'S LIFE THROUGH ZONING AND CITY LAND DECISIONS, WHEN IT WAS CREATED IN 1963 TO ADVERTISE THE ISLAND AND WITH A PROMISE TO TAKE PRIVATE PROPERTY OR INTERFERE WITH PRIVATE BUSINESS. THEY ALSO DRIVE THROUGH RESIDENTIAL COMMUNITIES, DISRUPTING THE PEACE. HOWEVER, GPD STATES THAT THEIR HANDS ARE TIED WITH THE TOURISM BAR AND RESTAURANT INDUSTRY, WHO BUY OUT THE ORDINANCE TO AMPLIFY BASS UNTIL MIDNIGHT AFTER 10:30 P.M..
