OK, THE CITY COUNCIL IS CONSIDERING APPOINTMENTS FOR SEVERAL CITY BOARDS AND COMMISSIONS, AND WE ENCOURAGE INTERESTED RESIDENTS TO APPLY.

THE CITY COUNCIL WILL CONSIDER APPOINTMENTS TO THE BOARDS AND COMMISSIONS DURING THE SEPTEMBER 16TH, 2021 COUNCIL MEETING, INTERVIEWS FOR THE PLANNING COMMISSION AND THE WHARFS BOARD.

OPEN POSITIONS WILL TAKE PLACE ON SEPTEMBER 9TH, AND THE DEADLINE TO SUBMIT APPLICATIONS IS SEPTEMBER 3RD.

WE ARE STARTING TO SEE QUITE A RISE OF INFECTIONS OF COVID-19 IN OUR COMMUNITY.

THIS IS EVEN MUCH WORSE.

I'M HEARING FROM YOU TMB POSSIBLY THAN WHAT AT THE HEIGHT OF THE COVID-19 CONCERNS EARLIER IN THE YEAR.

WE DO HAVE YOU TMB RIGHT NOW IS IN THE TOP FIVE OF HOSPITALS IN THE STATE OF ALL HOSPITALS IN THE STATE, IN THE NUMBER OF INFECTIONS THAT ARE COMING THROUGH THEIR HOSPITAL.

SO GALVESTON IS GETTING HIT PRETTY HARD RIGHT NOW.

IN RESPONSE TO THAT, WE'RE GOING TO RECOMMEND THE CITY WE'D LIKE TO RECOMMEND, IF YOU CAN'T, SOCIAL DISTANCE TO WEAR A MASK.

IF YOU FEEL COMFORTABLE DOING THAT AND FOLLOWING PERSONAL SAFETY REQUIREMENTS FOR YOUR FAMILY AND YOURSELF, THAT'S GOING TO BE VERY IMPORTANT.

ALSO, I WANT TO MAKE ANOTHER STATEMENT ON THAT.

BUT BEFORE I DO, BRIAN, WOULD YOU ANNOUNCE SOME PROTOCOL CHANGES FOR CITY HALL, PLEASE? YEAH, IT'S WE'RE ASKING CITY EMPLOYEES.

WE HAVE HAD A PRETTY MASSIVE OUTBREAK HERE AT THE CITY AND PRIMARILY OUT OF CONCERN THAT WE CAN STILL PROVIDE SERVICES AT THE LEVELS THAT ARE EXPECTED.

WE'RE ASKING MOST OF OUR EMPLOYEES, WE'RE ENCOURAGING THEM TO MASK WHERE THEY CAN TO KEEP DISTANCE WHEN THEY CAN.

WE'RE MOVING A LOT OF WE'RE MOVING MOST OF OUR INTERNAL MEETINGS TO ZOOM MEETINGS.

SO WE DON'T HAVE LARGE GATHERINGS OF STAFF IN ANY ONE SPOT.

AND WE'RE ALSO LOOKING AT ANY ANY OUTSIDE TRAVEL OR TRAINING THAT MAY PUT OUR EMPLOYEES IN HARM'S WAY, OR THAT COULD ALSO, GIVEN THE RATE OF INFECTIONS AMONG OUR EMPLOYEES, THAT COULD PUT OTHERS IN THE WAY OF HARM.

THE MAIN THING WE WANT TO DO IS TO MAKE EVERYBODY AWARE THAT WE HAVE HAD AN OUTBREAK HERE AT CITY HALL.

THERE'S BEEN QUITE A BIT OF EXPOSURES AT CITY HALL AND OTHER BUILDINGS AMONG OUR POLICE DEPARTMENT, FIRE DEPARTMENT.

AND JUST SO PEOPLE HAVE AN AWARENESS OF IT AND THEY DON'T WALK IN BLIND IN OUR BUILDINGS AND WE JUST WANT YOU TO BE AWARE OF IT.

BUT THOSE ARE THE STEPS WE'RE TAKING RIGHT NOW MAYOR.

AND IN RESPONSE TO THE INCREASE IN INFECTION'S LEGAL IS GOING TO BRING TO US AT OUR NEXT MEETING AN ORDINANCE TO SEE ABOUT GIVING US THE OPPORTUNITY TO GO BACK, MEETING VIRTUALLY FOR OUR BOARDS AND COMMITTEES.

BUT IF YOU FELT COMFORTABLE, I'M GOING TO GIVE IT ANOTHER TRY.

OK, MAYOR, CITY COUNCIL MEMBERS, CITY MANAGER, MY NAME IS JERRY MAHON AND I LIVE ON THE WEST END OF GALVESTON ISLAND, THE SAME SUBDIVISION WHERE THE MAYOR LIVES AND WHERE CURRENTLY A CITY COUNCIL MEMBER, MARIE ROBB, LIVES.

BUT I'M HERE TO REPRESENT THE WEST GALVESTON ISLAND PROPERTY OWNERS ASSOCIATION.

IT'S 20 YEARS OLD NOW.

IT WAS ORGANIZED IN 1999 TO PROMOTE ISSUES OF INTEREST TO WEST END PROPERTY OWNERS ASSOCIATIONS AND THEIR MEMBERS, PARTICULARLY PRESERVING AND PROTECTING THE GULF AND BAY SHORELINES AND THE QUALITY OF LIFE AS THE WEST END CONTINUES TO DEVELOP THE WEST GALVESTON ISLAND PROPERTY OWNERS ASSOCIATION, OUR SUPPORT OF THE MASTER PLAN COMMUNITY ORDINANCE, WE REALLY FEEL THAT IT'S NECESSARY.

THE NEW GOLF ORDINANCE REQUIRES SPECIAL EQUIPMENT SUCH AS TURN SIGNALS, HORN'S, BRAKE LIGHTS, AND SEATBELTS.

THIS WILL BE A BIG COST BURDEN TO WEST ENDER'S AS MUCH AS ELEVEN HUNDRED DOLLARS TO TWO THOUSAND DOLLARS GOLF CARTS ON THE WEST END ARE A WAY OF LIFE AND GETTING TO THE BEACH WITH TENTS, CHAIRS, ET CETERA.

THE NEW MASTER PLAN COMMUNITY ORDINANCE EXEMPTS THESE REQUIREMENTS SINCE ALL

THE PROPERTY OWNERS ASSOCIATIONS ON THE WEST END HOLDS TITLE TO AND MAINTAINS COMMON AREA IMPROVEMENTS AND HAVE DEED RESTRICTIONS AND RECOGNIZED BY THE COUNTY.

BEFORE I GO, I HAVE TO MENTION ABOUT OUR CITY COUNCIL MEMBER MARIE ROBB WHAT SHE DID FOR THE WEST END DURING THE FREEZE.

DON'T WANT TO EMBARRASS YOU, MARIE.

BUT ANYWAYS, WHEN WE HAD THE FREEZE ON THE WEST END WE HAD A LOT OF PIPES BROKEN, COULDN'T GET PLUMBING SUPPLIES, SHE HAS A PLACE UP IN COLORADO.

SHE ORDERED HER, HAD ORDERED HER PLUMBER TO SEND CASES OF PLUMBING SUPPLIES DOWN TO THE WEST END, SHE DISTRIBUTED THEM TO THE PLUMBERS SHE DISTRIBUTED TO THE PEOPLE AT HER COST.

NOTHING ELSE.

SHE ALSO DID A REMARKABLE JOB IN GETTING WATER FOR THE WEST END SO WE PAY TRIBUTE TO CITY COUNCIL MEMBER MARIE ROBB.

AND SO I THOUGHT I'D JUST COME AND OFFER A FEW LAST COMMENTS AND HOPE THAT WE COULD GET THIS THIS ISSUE PUT TO BED FINALLY.

YOU KNOW, MR. MAYOR, YOU MENTIONED SAFETY.

AND I AGREE 100 PERCENT SAFETY IS PARAMOUNT AND IT SHOULD BE.

BUT I DON'T THINK ANY DATA SUPPORT THAT CHANGES THROUGH THESE GOLF CAR REGULATIONS IN THE WEST END TO SUPPORT THE NEED FOR SOME ADDITIONAL EQUIPMENT.

IT'S A VERY DIFFERENT RISK PROFILE THAN OTHER AREAS OF TOWN.

YOU KNOW, LAST MONTH I MENTIONED IN MY COMMENTS ABOUT MINORS DRIVING, I CONTINUE TO BELIEVE THAT THAT'S OUR BIGGEST SAFETY ISSUE WE FACE.

I WITNESSED AN INCIDENT THIS PAST WEEK WHERE A PICKUP TRUCK ALMOST RAN INTO TWO LITTLE GIRLS DRIVING A GOLF CART.

MAYOR YOU ASKED, WHAT DO THE PEOPLE WANT? WELL, I THINK IT'S CLEAR FROM THE COMMENTS AT LAST CITY COUNCIL MEETING, THE

PEOPLE SHOWED UP TODAY, AS WELL AS THE COMMENTS YOU RECEIVE, WHAT THE PEOPLE WANT, AND THEY WANT THIS TO BE SUPPORTED AND PASSED.

YOU KNOW, THIS MORNING IT WAS MENTIONED BY ONE OF THE COUNCIL MEMBERS, THE TERM BEATING A DEAD HORSE.

AND I CHUCKLED BECAUSE IT'S TRUE.

I MEAN, THIS HAS BEEN AT LEAST THREE CITY COUNCIL MEETINGS, WORKSHOP MEETINGS, COUNTLESS HOURS SPENT, YOU KNOW, ADDRESSING THIS.

AND WE NEED TO GET THIS THING RESOLVED.

I TALKED ABOUT COMPROMISE IN THE LAST CITY COUNCIL MEETING AND THE RESIDENTS NEED A COMPROMISE.

AND I THINK WHAT'S ON THE TABLE IS A COMPROMISE.

AND SO I URGE YOU TO LISTEN TO YOUR CONSTITUENTS, LISTEN TO THE CITIZENS.

LET'S PASS THIS AMENDMENT AND LET'S MOVE ON TO OTHER ISSUES THIS GREAT CITY IS FACING.

THE BIGGEST ISSUE I HAVE AND I LIVE IN ON SAN DOMINGO AND PIRATE'S BEACH, WE ARE AVID BICYCLISTS, WE RIDE ON STEWART ROAD AND THE AVERAGE SPEED WHEN WE'RE RIDING ON BICYCLES IS 65 TO 70 MILES AN HOUR.

IT IS WE GET KNOCKED OFF OUR BIKES ON A REGULAR BASIS AND NOW WE'VE HAD TO STOP RIDING ON STEWART ROAD AND JUST RIDE IN THE NEIGHBORHOODS.

OUR BIGGEST ISSUE ON STEWART ROAD AND THE MILE ROADS IS NOT GOLF CARTS.

IT'S SPEEDING CARS IN THE NEIGHBORHOODS.

WE HAVE KID AFTER KID AFTER KID DRIVING GOLF CARTS.

TODAY, I WAS COMING OUT OF PIRATES' ON MY WAY HERE.

THERE WAS TWO BOYS, 10 AND 12, SITTING IN THE FRONT SEAT WITH THE MOTHER IN THE BACK SEAT.

I'M AT THE STOP SIGN.

I DON'T SEE THEM.

I'M ABOUT TO MOVE FORWARD AND I SEE SOMETHING IN THE CORNER OF MY EYE AND THEY JUST ZIP PAST THE STOP SIGN.

HAD I GONE, I WOULD HAVE T-BONED THEM.

WE DON'T ENFORCE EXISTING LAWS ON THE WEST END.

WE'VE GOT THESE LAWS ABOUT NO CHILDREN DRIVING GOLF CARTS.

WE'VE GOT SPEED LIMITS ON STEWART ROAD, YET YOU NEVER SEE GPD OVER THERE ENFORCING ANY OF THE RULES.

WHY PUT IN MORE ORDINANCES THAT YOU'RE STILL NOT GOING TO BE ABLE TO ENFORCE? THANK YOU.

RETROFITTING WOULD BE JUST WAY TOO EXPENSIVE.

AND WE DON'T DRIVE ON ANY STATE OR COUNTY ROADS.

WE JUST DRIVE IN PIRATES' BEACH.

WE'RE A MASTER PLAN COMMUNITY YOU KNOW THAT PIRATES' BEACH, GEORGE MITCHELL DID IT.

WE HAVE A PPOA, WE HAVE DEED RESTRICTIONS AND WE HAVE ANNUAL FEES.

IT WAS SET UP SO THAT THE POST OFFICE DOES NOT DELIVER TO US.

AND I THINK IT'S UNFAIR OF YOU ALL TO JUST PAINT US WITH THE SAME BRUSH AND WHOEVER THAT THE EAST END HAS BEEN DOING ALL OF THIS FOR A LONG TIME, WHY SHOULDN'T THE WEST END START? SO, I MEAN, THAT'S KIND OF ILLOGICAL.

DETECTIVE MICHELLE SULLENBERGER INTERVIEWED A WITNESS, THE CITY OF GALVESTON RETIREE MICHAEL ANDER'S.

IN HER PERSONAL SUV.

THE AUDIOTAPE SHE USED IN HER AUDIO WAS BARELY AUDIBLE IN COURT.

THE DEFENSE ATTORNEY ASKED HER IN COURT UNDER OATH WHY SHE DID NOT USE A POLICE CAR THAT IS EQUIPPED WITH AUDIO AND VIDEO CAMERAS, SHE COULD NOT GIVE A REASON.

DETECTIVE MICHELLE SULLENBERGER CALLED THE WITNESS BY THE WRONG LAST NAME IN COURT, SHE FAILED TO GET AN IDEA OF THE WITNESS, DID NOT ASK FOR HIS SOCIAL SECURITY NUMBER, DATE OF BIRTH AGE, HIS CELL PHONE NUMBER, HIS ADDRESS, NOR TAKE A PICTURE OF THE WITNESS.

SULLENBERGER PASSED BY THE WITNESS APARTMENT BUT DID NOT KNOW THE ADDRESS OF THE APARTMENT.

MICHELLE SULLENBERGER, DETECTIVE MICHLLE SULLENBERGER, THE LEAD DETECTIVE ON THE CASE, REPEATED ONE LIE AFTER ANOTHER UNDER OATH IN THE 10TH DISTRICT COURT.

BUT IF YOU HAVE EVER DRIVEN A GOLF CART IN A NEIGHBORHOOD LIKE PIRATES' OR SEA ISLE OR ANYWHERE ON THE WEST END, YOU'D REALIZE THAT THERE'S JUST NOT THAT MUCH TRAFFIC.

THERE'S NOT THAT MANY CARS.

THE CARS ARE MOVING VERY SLOWLY AND THEY KNOW TO WATCH OUT FOR GOLF CARTS BECAUSE OUT HERE WE ARE A GOLF CART COMMUNITIES.

AND SO WE REALLY NEED TO BE TREATED AS SUCH WITH, YOU KNOW, WITH THE MASTER PLAN COMMUNITY ACT.

THE OTHER THING I HAVE TO SAY IS THAT YOU HAVE A LOT OF RETIRED PEOPLE OUT HERE.

THEY'VE HAD THEIR HOMES AND THEIR GOLF CARTS FOR A LONG TIME.

AND BECAUSE, YOU KNOW, REPLACING ADDING BLINKERS ISN'T JUST ADDING BLINKERS, IT'S REPLACING A WIRING HARNESS THAT'S FIVE TO SEVEN HUNDRED DOLLARS BY ITSELF BEFORE THE COST OF THE BLINKERS.

AND BELIEVE ME, WE DO ALL THAT WHERE I WORK AND WOULD I LOVE TO DO THAT TO EVERYONE'S GOLF CART.

AND, YOU KNOW, I SEE OLDER COUPLES AND THEY JUST WANT TO TAKE THE GOLF CART TO THE END OF THE ROAD TO WATCH THE SUNSET, YOU KNOW, OR THEY WANT TO TAKE THEIR LITTLE DOG FOR A RIDE AROUND THE NEIGHBORHOOD.

AND, YOU KNOW, BY PUTTING ALL THESE REGULATIONS IN PLACE, YOU'RE GOING TO TAKE THAT AWAY FROM A LOT OF PEOPLE AND YOU'RE GOING TO HAVE A LOT OF ANGRY PEOPLE ON THE WEST END.

I FEEL LIKE THERE'S YOU KNOW, THE PROBLEM IS SOMEBODY STATED HAS NEVER BEEN THAT WE NEED BLINKERS.

AND AS HAS BEEN MENTIONED, WE REALLY LOOK OUT FOR ONE ANOTHER IN OUR COMMUNITY CARS ARE DRIVING SLOWLY AWARE OF THE GOLF CARTS.

THE BIG OPEN ROADS REALLY ALLOW FOR VISUAL RECOGNITION OF GOLF CARTS COMING THROUGH AS LONG AS THOSE DRIVERS ARE OBEYING THE LAWS THAT ARE ALREADY IN PLACE AND SET OUT, YOU KNOW, REALLY THINKING THE ADDITIONAL BURDEN FOR SOME FOLKS TO TRAILER AND MOVE GOLF CARTS AND GET THEM INSPECTED, IT'S JUST REALLY GOING TO TAKE AWAY OF THE ENJOYMENT, NOT ONLY OF THE BEACH, AS OTHERS HAVE MENTIONED, JUST BEING ABLE TO POP DOWN AND SEE THE SUNSET, BUT ALSO TAKE AWAY A LOT OF THE [INAUDIBLE] THAT PEOPLE REALLY ENJOY COMING TO GALVESTON FOR.

WHEN YOU LOOK AT IT, NOW, THAT DOESN'T INCLUDE OUR FLEET, WHICH IS ON THE NEXT SLIDE HERE.

AND AS WE TALKED ABOUT LAST TIME AT THE WORKSHOP, OUR FLEET IS SUBJECT TO SOME VERY HARSH CONDITIONS JUST GIVEN THE CLIMATE HERE.

WE SERVICE JUST GALVESTON.

WE HAVE JUST ENOUGH TRUCKS TO SERVICE GALVESTON.

AND EVEN THOUGH WE HAVE A COUPLE OF RESERVES, WHEN THEY GO DOWN, WE RUN SHORT IN A HURRY.

SO THAT'S ONE OF THE THINGS.

AREN'T THEY REQUIRED TO HAVE A CERTAIN NUMBER OF CANS? WHY COULDN'T WE CHARGE THEM AS A COMMERCIAL OPERATION? MORE MONEY.

I MEAN, IT WOULD GIVE US MORE REVENUE TO BUY MORE TRUCKS.

THEY'RE NOT CONSIDERED A BUSINESS, SO THEREFORE NOT COMMERCIAL.
