IT'S A REQUEST FOR A SPECIAL EXCEPTION FROM DIVISION 11.400 OF THE GALVESTON LANDS DEVELOPMENT REGULATIONS.

PUBLIC NOTICES THAT WERE 28, ONE RETURNED, THAT ONE IN OPPOSITION.

SUMMARY, THE APPLICANT IS REQUESTING A SPECIAL EXCEPTION TO MAKE THE CURRENT LAND USE A COMMERCIAL LODGING HOTEL CONFORMING A DISLOCATION.

THE USE HAS BEEN IN EXISTENCE SINCE 1963 OPERATING AS A HOTEL.

IN 2018, THE CITY COUNCIL ADOPTED NEW REGULATIONS FOR HOTELS ALONG SEAWALL, INCLUDING THAT THE GUEST ROOM SHALL BE ACCESSIBLE FROM ONLY AN INTERNAL HALLWAY.

IT'S PRIMARILY ACCESSIBLE FROM A CENTRAL LOBBY AREA CONTAINED WITHIN THE HOTEL MOTEL.

AN EXISTING BUILDING IS CONFIGURED SO THAT THE GUEST ROOMS ARE ACCESSED FROM EXTERNAL HALLWAYS AND IS NOT ABLE TO CONFORM TO THE ABOVE REFERENCE REGULATION.

THE APPLICANT IS REPRESENTING PROSPECTIVE NEW OWNERS.

THOSE OWNERS ARE PLANNING A RENOVATION OF THE COMPLEX.

ACCORDING TO THE LAND DEVELOPMENT REGULATIONS, NON-CONFORMING STRUCTURES MAY NOT BE SUBSTANTIALLY IMPROVED, WHICH IS DEFINED AS 50 PERCENT [NOISE] OF THE COST OF THE STRUCTURE.

THE PLANNED RENOVATION WILL EXCEED THAT THRESHOLD.

PLEASE NOTE, CRITERIA FOR APPROVAL AND THE APPLICANT'S JUSTIFICATION IN STAFF REPORT.

AS CATHY MENTIONED [INAUDIBLE] , IT'S BEEN OPERATING IN THE HOTEL FOR ABOUT 40 YEARS, MORE OR LESS CONTINUOUSLY.

IT HAD 50 ROOMS, HAD A POOL, AND A RESTAURANT.

CURRENTLY, WE ARE PROPOSING NO CHANGES OF USE TO THE PROPERTY, AND WE WOULD CONTINUE TO OPERATE IT AS A 50-ROOM HOTEL WITH A POOL AND A RESTAURANT, SO NO DIFFERENCES THERE.

REALLY, THE DENTAL DIFFERENCE WE'RE INTRODUCING IS WE WOULD LIKE TO VERY MUCH UPGRADE THE PROPERTY AND PUT IN AT LEAST 3.75 MILLION UPGRADE ABOVE AND BEYOND WHAT IT WOULD COST TO ACQUIRE THE PROPERTY.

THE PROPERTY HAS GREAT BONE, AND IT IS A HISTORICALLY SIGNIFICANT PROPERTY.

IT'S THE OLDEST REMAINING.

FEW ALMOST OUT FROM THAT ERA THAT NOW STILL FIT ON THE SEAWALL.

THERE WERE MANY OTHERS IN [INAUDIBLE] AND MANY MORE.

THIS IS NOW THE OLDEST REMAINING, AND WE'RE WORKING WITH THE GALVESTON HISTORICAL FOUNDATION TO MAKE SURE THAT MUCH OF OUR RENOVATION IS GEARED TOWARD RESTORATION TO THE ORIGINAL VALUE THAT WOULD HELP PUT THAT INTO THE SEAWALL, AND IT WAS VIEWED ARCHITECTURALLY SIGNIFICANT AT THE TIME.

THE ARCHITECT SAID WHO BUILT THIS PROJECT WITH A COAT, UMBRELLAS, AND ENTRAPMENT PEOPLE [INAUDIBLE].

BUT THANK GOD, HERE AT GALVESTON AND SEVERAL OTHER PROMINENT ON, AND ARE WILLING TO DO, AS I MENTIONED, IS A SIGNIFICANTLY UPGRADED PROPERTY.

KEEP THE USES AS THEY ARE NOW, BUT TRANSFORM IT FROM A HOTEL THAT IS ONE OF THE LOWER-END HOTELS CURRENTLY ON SEAWALL TO A HIGH-END BOUTIQUE HOTEL.

WE WOULD BE TRIPLING OR QUADRUPLING THE ROOM RATE THAT ARE THERE NOW, PUTTING IN A HIGHER-END RESTAURANT AND GRADING COMPANY THAT DOES A MUCH NICER HUMANITY THAN WHAT THE SEAWALL HAS NOW, WHICH WE THINK IS IMPORTANT GIVEN TO THE HIGHLY VISIBLE PORTION OF OUR SEAWALL CLOSE TO [INAUDIBLE] REGION NEAR THE COMMERCIAL PORT OVER THERE.

WE UNDERSTAND THAT THERE ARE VARIED.

FORTUNATELY, WITH THE LDR THAT WE WOULD NEED TO BE CONFINED WITH GIVEN TODAY'S SUBSTANTIAL IMPROVEMENT,

TWO OF WHICH THE PROPERTY CURRENTLY COMPLIES WITH AND WE WOULD CONTINUE TO COMPLY WITH, AND THOSE ARE HAVING A GOT LAWN AND PREP IT FOR POPULARITY OF 225 SQUARE FEET, AND IT'S SWIMMING POOL AND BUSINESS CENTER, THE PROPERTY CURRENTLY HAS BOTH OF THOSE.

WE WILL CONTINUE TO HAVE BOTH OF THOSE.

WE'LL HAVE A LARGER GUEST LOUNGE AREA THAN THAT, BUT WE'LL BE EXPANDING THAT.

BUT THOSE WILL CONTINUE BEING COMPLIANT.

CURRENTLY, THE PROPERTY IS NOT IN COMPLIANCE WITH HAVING MEETING SPACE AND A BUSINESS CENTER.

WE WILL ADD THAT AS PART OF THE UPGRADE.

THEN AS MENTIONED, THE REQUIREMENT TO HAVE AN INTERNAL HALLWAY IS REALLY NOT FEASIBLE FOR THIS PROPERTY.

I THINK WE'VE ALL HAVE PROBABLY DRIPPED BY THE PROPERTY, AND SAW THE PHOTOGRAPH A MOMENT AGO.

THE EXTERIOR CORRIDOR IS REALLY A VERY KEY ARCHITECTURAL ELEMENT TO THE HISTORICALLY SIGNIFICANCE OF THIS PROPERTY, AND IF THEY CLEAR ARCHITECTURAL ELEMENT AS A SIGNIFICANCE OF THE PROPERTY OF THIS ERA, AND IN ORDER TO ENCLOSE THE CORRIDOR, YOU WOULD LOSE ALL OF THE ARCHITECTURAL SIGNIFICANT OF THIS BUILDING THAT WE'RE SEEKING TO RESTORE.

ALSO WOULD BE FINANCIALLY UNFEASIBLE FOR THE PROJECT TO DO SO.

AGAIN, WE'RE INTERESTED IN PROVIDING A PRETTY LARGE UPGRADE FOR THIS PROPERTY ON THE SEAWALL AND WOULD LIKE TO BE ABLE TO DO THAT.

I WOULD UNDERSTAND WE WOULD NOT BE IN COMPLIANCE WITH THIS ONE ASPECT OF THE LDR.

THOUGH, I BELIEVE THAT WHAT WE ARE PROPOSING TO THE PROPERTY IS WITHIN THE SPIRIT OF THE LDR.

WE ARE WORKING TO COMPLY WITH ALL OF THE ASPECTS OF THE LDR THAT WE CAN MENTIONING.

THE FEW THAT WE'RE ALREADY COMPLIANCE WITH AND THEN THE BUSINESS CENTER AND THE MEANING PHASE WHICH WE WILL ADD IT FROM THE UPGRADE.

WE THINK THE SPIRIT OF THE LDR FOR GALVESTON TO HAVE HIGH-QUALITY, HISTORICAL ASSET THAT WE CAN ALL BE PROUD OF.
