I GUESS JUST TO SUMMARIZE WHAT THE CHAIRPERSON SAID, THIS IS A REQUEST TO CONSTRUCT A DISTRICT PATHWAY FOR PUBLIC ACCESS TO THE BEACH IN A [INAUDIBLE] DEDICATED TO THAT FIRST PURPOSE.

AS WE MENTIONED EARLIER AT THE WORKSHOP PRIOR TO THIS PUBLIC MEETING, THE CITY'S DO PROTECTION WILL BE CHECKED AS PER CERTAIN TYPES OF CONSTRUCTION ACTIVITIES THAT ARE DESIGNATED FOR CITY STAFF TO REVIEW AND ISSUE CERTIFICATES OF PERMITS FOR AND OTHERS THAT THE PLANNING COMMISSION DOES.

SINCE THE TIME OUR PLAN WAS LAUNCHED, OPERATIVELY DRAFTED AND UPDATED, GENERALLY THE OFFICE REQUIRE THAT PROJECTS REQUIRE MITIGATION, A PUBLIC HEARING IS REQUIRED.

EVEN THOUGH THIS TYPE OF ACTIVITY IS SOMETHING THAT IS A CERTIFICATE OF PERMIT THAT CITY STAFF WILL ISSUE THE AUTHORIZATION FOR, WE'RE STILL EXPECTED FOR THE STATE TO HOLD A PUBLIC HEARING FOR THE PROCESS.

WE HAD POLICE COME ONE OF FEW SEPARATE OCCASIONS FOR SECURITY ISSUES TO BOTH THE BUILDINGS.

UNFORTUNATELY, ALSO AS THE HOMELESS POPULATION HAS CONTINUED, THE BALLOON AND NOW ITS BECOME A BIT OF A PLACE WHERE PEOPLE GO TO SEEK SHELTER, WHICH HAS CAUSED SOME SECURITY ISSUES.

WE'VE HAD THE BUILDING TWO ATTEMPTS TO BREAK INTO THE BUILDING WHERE INDIVIDUALS WERE IN THE ALLEY TRYING TO PRY OPEN A BACK DOOR AND IT REALLY PROVIDES THEM WITH A LOT OF COVER BACK IN THERE.

WE HAVE INSTALLED SECURITY LIGHTING BACK IN THERE TO TRY TO ENHANCE THE SECURITY.

THE OTHER THING UNFORTUNATELY I HATE TO BRING UP, BUT IT BECOMES A PUBLIC TOILET AND IT'S A PLACE WHERE PEOPLE WILL GO BACK IN THERE ON MORE THAN ONE A DAY.

I'VE HAD PEOPLE COME INTO THE SHOP, TO COMPLAIN ABOUT PUBLIC URINATION IN THE ALLEY.

WE'VE GONE BACK INTO THE ALLEY, LOOKING AFTER AS WE HAVE FROM TIME TO TIME TO FIND HUMAN WASTE BACK IN THE ALLEY.
