ON FEBRUARY 23, 2021, JEFF FINK SUBMITTED A BUILDING BOARD OF ADJUSTMENTS AND APPEALS APPLICATION TO REQUEST A VARIENCE FROM THE CITY FLOOD DAMAGE PREVENTION ORDINANCE TO INSTALL A WAREHOUSE FOR UNLOADING CARGO FROM THE PORT FACILITIES BELOW, BELOW THE BASE FLOOD ELEVATION. THIS IS NOT ALLOWED PER SECTION 10-81 ITEM 4 OF THE CITY OF GALVESTON FLOOD DAMAGE PREVENTION ORDINANCE.
THE APPLICANT IS REQUESTING A VARIANCE USING THE DEFINITION IN THE FLOOD ORDINANCE [INAUDIBLE] WHICH MEANS THAT USE WHICH CANNOT PERFORM ITS INTENDED PURPOSE UNLESS IT IS LOCATED OR CARRIED OUT IN CLOSE PROXIMITY TO WATER.
THE TERM INCLUDES ONLY DOCKING FACILITIES, PORT FACILITIES THAT ARE NECESSARY FOR THE LOADING AND UNLOADING OF CARGO OR PASSENGERS, AND SHIP BUILDING AND SHIP REPAIR FACILITIES BUT DOES NOT INCLUDE LONG TERM STORAGE OR RELATED MANUFACTURING FACILITIES.
IN ADDITION, THE APPLICANT IS REQUESTING TO US SECTION 10-80 D10B VARIANCES SHALL ONLY BE ISSUED UPON SHOWING A GOOD AND SUFFICIENT CAUSE.
A DETERMINATION THAT FAIL TO GRANT THE VARIANCE WOULD RESULT IN EXCEPTIONAL HARDSHIP ON THE APPLICANT AND A DETERMINATION THAT THE GRANTING OF A VARIANCE WILL NOT RESULT IN INCREASED FLOOD HEIGHTS.

WE HAVE A WAREHOUSE ACROSS THE STREET, WHICH IS NOT EFFICIENT, NOT VERY SAFE, TRYING TO CROSS HARBORSIDE DRIVE WITH A FORKLIFT EITHER.
WE'RE TRYING TO EXPAND THIS ROUGHLY DOUBLE OUR BUSINESS THERE IN A PLACE WHERE WE'VE BEEN FLOATING ALONG, BREAKING EVEN AT BEST, MAYBE LOSING A LITTLE MONEY AT THIS SITE.
SO WE NEED TO GET THIS UPGRADE [INAUDIBLE] INCREASE OUR BUSINESS OR WE'RE GOING TO HAVE TO LEAVE MORE OR LESS AND CURRENTLY EMPLOYING EIGHT PEOPLE AND AFTER THE UPGRADE IT'LL BE 12 PEOPLE WITH A FAIRLY HIGH AVERAGE WAGE, ABOUT TWENTY THREE DOLLARS.
