EXECUTIVE SESSION Pursuant to Texas Government Code Section 551.071, "Consultation with Attorney" to discuss and receive legal advice, concerning potential or contemplated litigation or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Government Code - A. Unresolved issues as identified by the General Land Office (GLO) in its letter of April 10, 2013, specifically - 1. Contingency language - The City Council placed terms on the release of infrastructure funds which need to be removed. 2. Execution of GHA Contract - The GHA must sign the contract as previously sent. 3. Camp, Dresser, & McKee (CDM) Invoices - Numerous requests have been made for all CDM invoices to be provided to the Land Office with the City's recommendations of either rejection or approval in order to be processed. To date, these invoices along with their clear recommendations have not been received. The City missed the previous March 19th deadline for this information. 4. Section 3 - The City must appoint a Section 3 coordinator and have a current approved plan that meets all HUD requirements.
