Consider for approval an Ordinance of the City of Galveston, Texas, granting a Variance pursuant to Section 4-1 "Sales Near Schools, Churches or Hospitals" of "The Code of the City of Galveston, 1982 as amended" and in accordance with Section 109.33(e) of the Texas Alcoholic Beverage Code in regard to the sale of alcoholic beverages by "The Pink Dolphin", a bar or tavern, located at 1702, 1706 and 1710 23rd /Tremont; property is legally described as "Lots 8 through 11, Northwest Block 68 of the Galveston Outlots" and is located within three hundred feet of a daycare center; Planning Case Number 10PA-67.

Consider for approval an Ordinance of the City of Galveston, Texas, to abandon City owned access easements in the following public streets: Old Port Industrial Road between 29th and 41st Streets; 29th, 33rd, and 37th Streets north of Harborside Drive; Mechanic Street between 29th and 33rd and between 33rd and 35th; and 30th Street south of Harborside Drive and north of Mechanic Street in exchange for Port-owned property located between 30th and 31st Streets, and Market and Post Office Streets ("Block 510"); authorizing the City Manager to execute the exchange agreement and all associated documents.
Consider for approval an Ordinance of the City of Galveston, Texas, amending section 7-39, "Poultry on private property" of "The Code of the City of Galveston 1982, as amended" to authorize the keeping of hens on all private property within the City; prohibiting roosters east of 103rd Street within the City; providing provisions relating to the maintenance and care of hens; providing for penalties.
Consider for approval an Ordinance of the City of Galveston, Texas, extending the January 7, 2011 deadline variance from flood elevation requirements to January 7, 2012, for twenty-one Federal Emergency Management Agency (FEMA) temporary housing units (THUs) located in floodplains for the limited purpose to allow FEMA to enter into agreements with private non-profits (PNP) to take over the maintenance and deactivation of FEMA temporary housing units in the City of Galveston and allow for ownership of the units to be transferred to the PNP under the FEMA occupied donations program; providing that the temporary housing units must be removed from the City of Galveston no later than January 7, 2012.
Consider for approval a Resolution of the City Council of the City of Galveston, Texas, authorizing the City Manager to execute a Memorandum of Understanding between the Galveston County Health District, the Galveston Housing Authority and the City of Galveston to facilitate inter-agency sharing of permissible information and coordinate efforts so as to decrease and work to eliminate the risk of childhood lead poisoning within the City of Galveston.

Consider for approval authorizing the City Manager to expand the existing contract with Swagit Productions, LLC to include remotely operated broadcast system hardware /software and play-out and bulletin board system hardware/software in an amount not to exceed $39,903.00.
