Discuss and consider for action the approval of the Downtown Intermodal Transportation/Parking Terminal Management and Operating Agreement between the City of Galveston and The Port, which was approved by the Finance Committee on May 14, 2013, and authorize the City Manager to execute the contract upon final approval by the City Attorney.
Discuss and consider for action the approval of the Sixth Amendment Extension to Time to negotiate and execute the Management and Operating Agreement to July 3, 2013, or 420 days from the DFA Execution, which will allow the City Council addition time to review the proposed agreement if desired, and authorize the City Manager to execute the contract upon final approval by the City Attorney.

Consider for approval a Resolution of the City Council of the City of Galveston, Texas, approving the execution of an Interlocal Agreement with the Texas Department of Transportation ("TxDOT") whereby the City of Galveston will provide Galveston Police Officers for law enforcement and traffic control operations on Ferry Road and at the Galveston Ferry Landing; authorizing the City Manager to sign the Interlocal Agreement; directing the City Secretary to send a certified copy of this Resolution to the Texas Department of Transportation; providing for findings of fact and providing for an effective date.
Consider for approval an Ordinance of the City of Galveston, Texas, placing a moratorium on and temporarily suspending the acceptance of any new development applications containing metal buildings, including, but not limited to, development permits, plat applications, site plans, and building permits, for properties within the area north of the Sealy Avenue Alley, west of 26th Street, east of 46th Street, and south of Harborside Drive ("North Broadway Area"); imposing the moratorium to maintain the status quo on properties for a period of six months or until the adoption and implementation of the City of Galveston Land Development Regulations, whichever is earlier; Planning Case #13PA-29; allowing for limited exceptions; making various findings and provisions related to the subject; providing for severability; and establishing an immediate effective date.
